RECOMMENDED ACTION Adopt resolution amending Traffic Resolution No. 97-148 by
approving residential permit parking on York Street between
Fairmont Avenue and Crescent Avenue.
BACKGROUND INFORMATION: In 2016, City staff received multiple complaints regarding
employees of Lodi Memorial Hospital and adjacent businesses that
are parking in front of residences on York Street all day. Staff
received similar complaints from residents on Windsor Drive in 2015. The location of Lodi Memorial
Hospital, various medical offices and other businesses with respect to York Street and Windsor Drive, is
reflected in Exhibit A.
In response to the complaints, City staff conducted several field visits and on each visit observed an
average of 20 vehicles parked on both sides of Windsor Drive and York Street. Considering the number
of vehicles parked and input from residents on York, Windsor, and Orange streets, City staff has reason
to believe the majority of vehicles parked are those of employees of either Lodi Memorial Hospital or
local businesses.
Based on the information gathered during these observations, staff conducted a residential permit
parking survey on Windsor Drive, York Street, Orange Street, and Park Street. The survey limits are
also shown on Exhibit A. The survey was intended to assess the numbers of residents within the survey
limits that would favor a residential parking restriction Monday through Friday 9 AM to 10 AM and 2 PM
to 3 PM except with a residential permit. The two one-hour no parking restriction allows for visitor
parking on the street for the majority of the day while deterring employees from parking in the restricted
area during the workday.
In January 2017, City staff sent a survey to residents (both renters and property owners) located on
Windsor Drive, York Street, Orange Street, and Park Streets to determine interest in pursuing residential
permit parking. The survey results shown in Exhibit B are summarized in the following table:

The City has established a guideline that requires at least 60 percent of residents within a proposed
residential permit parking survey area to be in favor of parking restrictions. Only one street (York Street)
within the survey limits exceeds the favorability guidelines of 60 percent. For this reason, Staff
recommends amending Traffic Resolution No. 97-148, Section 3 — Street Parking Restriction and Section
6 — Permit Parking; by approving residential permit parking, and adding Zone E parking permit for York
Street between Fairmont Avenue and Crescent Avenue, with no parking Monday through Friday 9 AM to
10 AM and 2 PM to 3 PM.
If residential permit parking is approved on York Street, the all -day employee parking concerns may shift
to Orange Street, Park Street, and Windsor Drive, indicating residential permit parking for this area may
need to be re-evaluated.
FISCAL IMPACT: Minimal fiscal impact.
FUNDING AVAILABLE: Funding for the installation of signs will be from the Street Maintenance
Operating account (30156002), at an approximate cost of $1,000.

through Friday 9 a.m. to 10 a.m. and 2 p.m. to 3 p.m.

Dear Ladies and Gentlemen,
Please, DO NOT approve this change. DO NOT restrict parking on York Street between Fairmont and
Crescent Ave.
I visited with residents who were home this afternoon, Wednesday, March 15, to ask their reasons for
wanting this restriction. Of the few that were home during the day I learned the following reasons for
wanting restricted parking.
• "If we have company there is no where for them to park."
• We are beginning to experience "parking blight."
• We are going to see our property values decline.
• This is beginning to look like a commercial area instead of residential.
• "I want things as they were [in the 1950's] when we moved here.
• It is getting harder for the elderly to back out of their drive for fear of being hit or hitting others.
Concerns not addressed by this change:
• Increased costs to provide enforcement.
• "Sign" blight as signs are installed to notify drivers of the parking restriction.
• Signage will, not might, make the area seem more commercial.
• Penalize all residents [pay for parking permits] to maybe address the unproven "fears" of a few.
• This restriction will have negative repercussions on all surrounding residences.
One resident said, "Sometimes you have to force people to do what's right."
That is not my experience. People choose to do what's right. They are forced to do things that are
convenient for a few, bully -like, not what's right for many.
Please DO NOT adopt an amending resolution for this neighborhood. Allow us, neighbors, to solve our
own issues and concerns in a more conciliatory manner. It may help us all to Love Lodi even more.
