AGENDA ITEM

AGENDA TITLE: Adopt Resolution Setting the City of Lodi Electric Utility's Energy Efficiency
Program 10 -Year Target
MEETING DATE: March 15, 2017
PREPARED BY: Business Development Manager
RECOMMENDED ACTION: Adopt a resolution setting the City of Lodi Electric Utility's Energy
Efficiency Program 10 -year target.
BACKGROUND INFORMATION: Per Assembly Bill 2021, State law requires publicly -owned electric
utilities to identify all potentially achievable cost-effective energy
efficiency savings, and to set targets for energy efficiency for the
upcoming 10 -year period. This information is used by the California Energy Commission (CEC), which is
required to set statewide energy efficiency targets in consultation with the publicly -owned utilities,
investor-owned utilities, and the California Public Utilities Commission.
To assist in developing an energy efficiency targets model, the Northern California Power Agency
(NCPA) and the Southern California Public Power Authority (SCPPA), retained the services of Navigant
Consulting. NCPA and SCPPA members then utilized a model created by Navigant to identify and
develop their own energy efficiency targets. On this basis, staff recommends that the City of Lodi's
energy efficiency program target for the next 10 years (2018 to 2027) be set at 14,965 MWh. This results
in an average annual target of 0.34 percent of total projected energy sales.
FISCAL IMPACT:
FUNDING AVAILABLE:
The Public Goods Charge will continue to be collected and expended to
meet the annual targets. These funds are collected and allocated annually
from the Lodi Public Benefits Program.
Public Benefits F ontinue to be budgeted each fiscal year.
