HomeMy WebLinkAboutAgenda Report - January 5, 2000 E-10CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Accept Donation of Armored Truck for SWAT Team MEETING DATE: January 5, 2000 PREPARED BY: Police Chief RECOMMENDED ACTION: That the City Council accept the donation of a 1990 Ford F700 Armored Truck from Armored Transport of California, Inc. The truck would be assigned to the Lodi Police Department SWAT Team, and would be used as a hostage rescue and tactical operations vehicle. BACKGROUND INFORMATION: For some time, the Lodi Police Department SWAT Team has recognized the need for an armored vehicle. Such vehicles have become standard equipment in many law enforcement tactical units for a variety of reasons. The advantages of such a vehicle should be obvious, for example, to anyone who has viewed video of some of the recent school and workplace violence incidents that have happened across the United States. An armored truck would be useful in removing hostages from one part of a building, while SWAT officers search for suspects in another. In the past, however, only large cities could afford to purchase such a truck. Approximately one year ago, the commander of the Lodi Police SWAT Team became aware of a program being conducted by Armored Transport of California. This program involves the donation of retired commercial armored trucks to civilian law enforcement. Recently, a truck became available, the above listed 1990 Ford F700. A field examination was made of the vehicle by the SWAT commander, the Equipment Maintenance Supervisor, and the police fleet coordinator. The truck was found to be mechanically sound, in good condition, and well suited to the operations intended. It is recommended that this donation be accepted, as this vehicle would be a valuable asset in the event of a future emergency. FUNDING: The truck itself will be donated. Armored Transport has requested that the color scheme be changed, so some paint work will be required, along with some interior modifications such as benches. Surplus emergency lamps will be installed. The cost will be minimal, given the value of the asset, and can be funded from asset seizure funding, with Council approval.
