BACKGROUND INFORMATION: The City Clerk's Office received the attached correspondence from
the San Joaquin Valley Air Pollution Control District requesting the
City of Lodi's vote to nominate a candidate to represent the
San Joaquin County on the San Joaquin Valley Air Pollution Control District's Governing Board. The City
has until March 10 to take its vote and notify the District of its action. The attached resolution has been
prepared nominating the applicant for this vacant position, Stockton City Council Member Christina
Fugazi.

FUNDING AVAILABLE: Not applicable.

Please review the attached correspondence which requires action by your city to vote to
nominate a candidate to represent San Joaquin County on the San Joaquin Valley Air
Pollution District's Governing Board. Please note, we must receive a signed resolution
regarding the action taken by your city, no later than Friday, March 10, 2017. The original
documents were individually addressed and placed in yesterday's mail.

RE: APPOINTMENT TO THE GOVERNING BOARD OF THE SAN
JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT — SAN
JOAQUIN CITY SEAT
Dear Ms. Ferraiolo:
There is currently a vacancy on the San Joaquin Valley Air Pollution Control
District (District) Governing Board that must be filled by a Councilmember
from a "large" city within San Joaquin County. Pursuant to the Health and
Safety Code Section 40600.5, appointments to the District Governing Board
will be made by the San Joaquin Valley Special City Selection Committee
(Committee). According to the procedures adopted by the Committee, the
next step in the appointment process is for all cities within San Joaquin
County to select a candidate from the applicant(s) for the vacant position, as
follows:
• Councilmember Christina Fugazi, City of Stockton
Your City Council must hold a vote to either nominate the applicant listed
above to the Committee for appointment to the District Governing Board, or
to reject the applicant. The vote must take place as an item on your City
Council's publicly noticed agenda, and be discussed during your regularly
scheduled City Council meeting. Attached is a sample resolution for your
consideration. Also attached is a copy of the proposed candidate's
application.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING NOMINATION TO THE SPECIAL CITY
SELECTION COMMITTEE FOR APPOINTMENT TO THE
SAN JOAQUIN VALLEY AIR POLLUTION CONTROL
DISTRICT GOVERNING BOARD
WHEREAS, Health and Safety Code Section 40600.5 created a Special City Selection
Committee for the appointment of city members of the San Joaquin Valley Air Pollution Control
District (District) Governing Board; and
WHEREAS, the Special City Selection Committee has adopted procedures for making
its appointments, and based upon the adopted procedures, a city council member representing
a city with a population of more than 100,000 from San Joaquin County shall be appointed to
the District Governing Board; and
WHEREAS, in selecting a nominee for appointment by the Special City Selection
Committee to the District Governing Board, the City Council considered the application
materials from the eligible applicant(s); and
WHEREAS, the vote to select a candidate took place as an item on the publicly -noticed
agenda and was discussed during the normal City Council meeting with time for public
comments.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it does hereby
nominate Stockton City Council Member Christina Fugazi to the Special Selection Committee
for appointment to the San Joaquin Valley Air Pollution Control District Governing Board.
