AGENDA TITLE: Accept Improvements Under Contract for Elm Street Reconstruction and Bike Lane
Striping, Hutchins Street to Lower Sacramento Road

RECOMMENDED ACTION: That the City Council accept the improvements under the Elm Street
Reconstruction and Bike Lane Striping, Hutchins Street to
Lower Sacramento Road contract; direct the City Engineer to file a
Notice of Completion with the County Recorder's office; and appropriate
funds as described below.
BACKGROUND INFORMATION: The project was awarded to Granite Construction, of Stockton, on
October 7, 1998, in the amount of $390,665.00. Granite Construction
and the City did not want the Elm Street construction to interfere with
the Grape Bowl Classic band review, so the start of work was
postponed until the spring of 1999. The contract has been completed in substantial conformance with the
plans and specifications approved by the City Council.
The contract completion date was July 15, 1999, and the actual completion date was July 15, 1999. The
final contract price was $482,946.50. The difference between the contract amount and the final contract
price is mainly due to extra work done by the contractor to remove and replace unsuitable subgrade
which was found under the existing pavement, and the installation of a new 8 -inch water main along the
Reese School frontage. Staff is requesting that an additional $54,000.00 be appropriated from
Transportation Development Act (TDA) funds to cover the project costs.
FUNDING: Budgeted Fund: Gas Tax Fund $ 95,490.00
Federal Funds $258,520.00
TDA $ 74,990.00

Requested Appropriation: TDA $ 54,000.00
