DeBenedetti Park Trail and Parking Lot Improvements

RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for 2017 DeBenedetti Park Trail and Parking Lot Improvements.
BACKGROUND INFORMATION: In 2013, the accessibility and parking improvements for
DeBenedetti Park were completed, consisting of two Americans with
Disabilities Act (ADA) -compliant parking stalls, accessible paths to
the bottom of the north and south basins, and sidewalk completion along Century Boulevard. In 2014,
the Public Works Department added a paved parking lot with 29 standard parking stalls and turnaround.
The park is heavily used from spring through fall for various sports, primarily soccer. Many visitors park
on Lower Sacramento Road and a portion of Century Boulevard, most of which is not wide enough to
accommodate parallel -parked vehicles. Parks, Recreation and Cultural Services (PRCS) staff has
received comments from the Police Department and the public about the need for additional parking.
The PRCS Strategic Plan identified trails as a highly desired park amenity. The Parks and Recreation
Commission voted 3-0 on June 7, 2016 to recommend Council approval of the plan. This project is
consistent with the DeBenedetti Park Master Plan, as shown on Exhibit A, and includes:
• an accessible park trail from the existing parking area to Heavenly Way, creating a one -mile loop
for recreational use; and
• expanding the parking area with 97 additional standard parking stalls and four additional ADA -
compliant parking stalls; and
• lighting for the existing and new parking areas and along the trail improvements between the
parking areas.
The plans and specifications are on file in the Public Works Department. The planned bid opening date
is March 22, 2017. The project estimate is $790,000.
FISCAL IMPACT: There will be an increase in the park's maintenance costs.
FUNDING AVAILABLE: Parks Impact Mitigation Fees (Account 437).
