BACKGROUND INFORMATION: The contract for the Lodi Public Library Children's Area Expansion Project was awarded to Swierstok Enterprise, Inc., dba Pro Builders, of Orangevale, in the amount of $263,000, on April 20, 2016. The contract has been completed in substantial conformance with the plans and specifications approved by City Council on August 5, 2015. The project enclosed the existing west -end patio to make it a 538 -square -foot, Americans with Disabilities Act (ADA) compliant interior space. The project included carpet, lighting, communications, and space conditioning to create a large, glass -walled, multi -functional room to fit Library programing needs. The contract completion date was October 11, 2016, and the actual completion date was December 23, 2016. The time extension was due to material changes and product lead times. The final cost of the project was $274,509. The difference between the original contract amount and final contract was due to one change order totaling $11,509 that included additional crushed rock under the slab, additional wood framing for the existing soffit area, ADA upgrades, and the installation of code required fire detection devices. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to inform vendors and subcontractors that the project is complete and to initiate the 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: There will be a decrease in facility maintenance costs. FUNDING AVAILABLE: This project was funded through a donation from the Library Foundation and the Library's fund balance reserves.
