BACKGROUND INFORMATION: On September 7, 2011, Council approved Resolution 2011-143 which authorized issuance of procurement cards to specified positions. Council revised the list of positions authorized to be issued procurement cards on February 20, 2013 by resolution 2013-121, on October 1, 2014 by Resolution 2014-181 and on October 21, 2015 by Resolution 2015-185. Since the last revision, a position title has changed and the operational need to issue cards to additional positions has become apparent. Department heads have reviewed their operations and are recommending cards be issued to10 additional position classifications. Additionally, one position classification has been re -titled. The attached resolution lists the positions that are to be approved to hold procurement cards. New positions are listed in bold face type, while changes to position titles are shown in strike -out format. The City Manager is authorized to issue the cards to the incumbents and set the limits of such cards in accordance with the parameters of the Lodi Municipal Code. FISCAL IMPACT Staff efficiencies are expected as greater flexibility is granted in our purchasing process. During Fiscal Year 2015/16, existing cardholders completed over 5,000 transactions totaling more than $2.1 million for goods and services with procurement cards. The City received $24,450 in rebates from the purchasing card program on those purchases. FUNDING AVAILABLE: Expenses charged to procurement cards are included in departmental app,opriations. isin Budget Bjork, pe g Su Analyst 5tepfien Schwabauer; Ct4y Manager APPROVED: 1101 teph- chwa a r City Manager RESOLUTION NO. 2017-12 A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING RESOLUTION NO. 2015-185 AND AUTHORIZING THE ISSUANCE OF CAL -CARD PROCUREMENT CARDS TO SPECIFIED POSITIONS WHEREAS, the City Council previously approved Resolution Nos. 2011-143, 2013-121, 2014-181 and 2015-185 relating to the issuance of Cal—Card procurement cards to specified positions; and WHEREAS, Lodi Municipal Code Section 3.20.135 specifies that the Lodi City Council will adopt a Resolution setting forth the positions that are authorized to hold procurement cards; and WHEREAS, the City Manager is authorized to approve issuance of procurement cards to incumbents in the positions noted in this Resolution with limits in accordance with the parameters of the Lodi Municipal Code. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the following positions to be issued procurement cards with transaction and aggregate limits in accordance with Lodi Municipal Code Chapter 3.20.
