HomeMy WebLinkAboutAgenda Report - February 1, 2017 C-07TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM c-� AGENDA TITLE: Adopt Resolution Accepting Reynolds Ranch Subdivision Unit No. 1 (Tract No. 3805) Public Improvements and Amending Traffic Resolution No. 97-148, by Approving Multi -Way Stop Control at LeBaron Boulevard and Olympic Avenue Intersection MEETING DATE: February 1, 2017 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution accepting Reynolds Ranch Subdivision Unit No. 1 (Tract No. 3805) public improvements and amending Traffic Resolution No. 97-148, by approving multi -way stop control at LeBaron Boulevard and Olympic Avenue intersection. BACKGROUND INFORMATION: Reynolds Ranch Subdivision Unit No. 1 is the first of three low- density, residential units located west of Reynolds Ranch Parkway, east of the Union Pacific Railroad, and south of the recently completed Reynolds Ranch Phase 3A commercial improvements, as shown on Exhibit A. Unit No. 1 consists of 86 single-family, residential lots. The public improvements include installation of all interior subdivision public improvements and full street improvements on LeBaron Boulevard from Reynolds Ranch Parkway to its intersection with the south end of Stockton Street; and Stockton Street to the north boundary of the subdivision. The improvements along LeBaron Boulevard and Stockton Street within Unit No. 1 consist of masonry wall, curb, gutter and sidewalk, landscape and irrigation, street lights, signal improvements, and full width paving. The streets to be accepted are as follows: Streets Length in Miles LeBaron Blvd 0.36 Stockton Street 0.06 Interior Streets 0.58 Total New Miles of City Streets 1.00 Off-site storm drain and wastewater improvements were also constructed as a condition of development. The developer, Orchard Lane — Lodi, LLC (Orchard Lane), was required to construct a portion of off-site storm drain pipeline between the south boundary of Unit No. 1 and the existing storm drain basin, and replace the temporary, private wastewater lift station with the public wastewater lift station improvements. The mechanical and electrical elements of the public wastewater lift station are complete and are operational; however, a portion of the pump station site work is not complete. The second phase of residential development is expected to start in summer 2017. Since the remaining portion of site work will not impact lift station operations, staff concurs with Orchard Lane's request and recommends the partial acceptance of the public wastewater lift station. Orchard Lane has agreed to fund operations and maintenance of the lift station until all work is complete and fully accepted by the City Council. The work on the storm drain basin is substantially complete, however, recent storms have caused erosion to occur on some of the basin slopes. Orchard Lane's contractor cannot perform repairs until the rainy season is over when the soil is dry and stable. For this reason, Orchard Lane requests to defer acceptance of the storm basin until the second phase of the residential development. Since the basin erosion will not impact storm drain protection for the development, Staff concurs with Orchard Lane's request and recommends deferring acceptance of the storm basin improvements until the second phase of the residential development. LeBaron Boulevard at Olympic Avenue is a four way intersection just west of the Stockton Street and LeBaron Boulevard intersection, also shown on Exhibit A. Since this intersection controls the main entrance and exit points of the subdivision, a multi -way stop at this location was required as a condition of approval. Staff recommends Council adopt a resolution amending Traffic Resolution No. 97-148, by approving a multi -way stop control at LeBaron Boulevard and Olympic Avenue. FISCAL IMPACT: There will be an increase in long-term maintenance costs for public infrastructure and City services, such as police, fire, and parks. This cost will be funded by proceeds from the Community Facilities District No. 2007-1. FUNDING AVAILABLE: Not applicable. Charles E. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept Reynolds Ranch Subdivision Unit No. 1, Tract No. 3805, public improvements; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby amend Traffic Resolution No. 97-148 by approving a multi -way stop control at LeBaron Boulevard and Olympic Avenue.
