RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional
services contract with Navigant Consulting, Inc. for Street Lighting Consulting
Assistance in an amount not to exceed $16,100.
BACKGROUND INFORMATION: The Electric Utility Department designs, operates and maintains the City's
street lighting system in order to provide for the safe movement of both
pedestrain and vehicular traffic during nighttime hours. The Department will
be embarking on a multi year project to install lighting in all areas of the City that at present do not have any street
lighting. In addition, the introduction of parkways in residential subdivisions and the desire to light such developments
with decorative and/or theme fixtures necessitates a review of current design practices. The present workload in the
Department's Engineering section precludes this task from being accomplished within the timeline for the above
mentioned projects. Therefore, it is recommended that professional assistance be authorized. The proposal by
Navigant Consulting, Inc. for assistance in this area is based on the below listed major category tasks:
• Conduct review of current design practices, e.g. spacing of fixtures, adequacy of roadway illumination, litigation
exposure and electrical protection for all roadway classifications and make recommendations as warranted.
• Conduct review of current construction practices and develop new construction standards including electrical
protection as warranted.
• Review and make recommendations regarding street lighting products and hardware.
• investigate and make recommendations relating to the practical considerations associated with roadway lighting,
e.g. decorative or theme lighting, tree interference.
• Review findings with appropriate City personnel and/or design review groups.
The professional services assistance is projected to be completed within 9 weeks at a cost not to exceed $16,100.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES
AGREEMENT WITH NAVIGANT CONSULTING, INC. FOR STREET
LIGHTING CONSULTING ASSISTANCE
BE IT RESOLVED, that the Lodi City Council does hereby authorize the City Manager to
execute a professional services agreement with Navigant Consulting, Inc. for Street Lighting
Consulting Assistance in an amount not to exceed $16,100.00, to assist with the following tasks:
1) Conduct review of current design practices, e.g. spacing of fixtures, adequacy of
roadway illumination, litigation exposure and electrical protection for all roadway
classifications and make recommendations as warranted;
2) Conduct review of current construction practices and develop new construction
standards including electrical protection as warranted;
3) Review and make recommendations regarding street lighting products and
hardware;
4) Investigate and make recommendations relating to the practical considerations
