HomeMy WebLinkAboutAgenda Report - January 19, 2000 E-10CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Purchase of Lodi Replica Concrete Street Light Standards ($28,571.25) MEETING DATE: January 19, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the purchase of 25 "Lodi Replica" concrete street light standards from the sole supplier, Traditional Concrete (represented by NCS Company of Auburn, California), in the amount of $28,571.25. BACKGROUND INFORMATION: The concrete street light standards installed in the older sections of town had been manufactured locally using a City -owned mold, but after many years of use, the mold became worn beyond repair. In 1998, the City requested proposals from manufacturers to produce a replica of the existing concrete standard. The company which was awarded the contract has manufactured a new mold and, to date, has produced and shipped a total of 33 Lodi Replica standards to the City. Since the manufacturer is located in the Midwest, purchase of the truckload quantity, 25 poles, reduces the per-unit shipping cost. (It is estimated that this quantity will last 1% to 2 years, as damaged poles in the system are replaced). It is therefore recommended that the City Council authorize the purchase of 25 "Lodi Replica" concrete street light poles from Traditional Concrete at a cost of $28,571.25, including taxes and freight. Dixon Flynn — 01106100 RESOLUTION NO. 2000-04 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SOLE -SOURCE PURCHASE OF 25 CONCRETE "LODI REPLICA" STREET LIGHT STANDARDS WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interest of the City to do so; and WHEREAS, the concrete street light standards installed in the older sections of the City were manufactured locally utilizing a City -owned mold; and WHEREAS, as a result of many years of use, the mold has deteriorated beyond repair; and WHEREAS, the last concrete standard manufacturer attempted to extend the life of the mold but was unsuccessful and informed the City that they would no longer be able to manufacture the standards; and WHEREAS, the City then searched for a replacement standard of similar appearance but was unable to locate an acceptable alternative; and WHEREAS, the City then requested proposals from various manufacturers to produce a replica of the existing concrete standard and received one proposal from a manufacturer located in Wisconsin; and WHEREAS, due to the location of the manufacturer, the per unit freight on standards can be minimized by placing an order for a full truck load of standards, i.e. 25 standards, and it is estimated that the shipment will last approximately 1 '/2 to 2 years; and WHEREAS, it is staffs recommendation that the City purchase the 25 "Lodi Replica" street light standards from the sole supplier, Traditional Concrete of Menomonee Falls, Wisconsin, in the total amount of $28,571.25 which includes tax and freight. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby approve the sole -source purchase of the 25 "Lodi Replica" street light standards from the sole supplier, Traditional Concrete of Menomonee Falls, Wisconsin, in the amount of $28,571.25.
