BACKGROUND INFORMATION: This project consists of removing approximately 482 lineal feet of chain link fence (with barbed wire) at the Lodi Electric Utility storage yard and constructing a 10 -foot high block wall. The fence is located along the Woodbridge Irrigation District canal and was the last remaining portion of chain link along the westerly property line. The chain link fence has been an ongoing maintenance issue and security concern. The new block wall matches the existing block wall. The project was awarded to Diede Construction Inc., of Lodi, on April 6, 2016, in the amount of $163,253. The contract has been completed in substantial conformance with the specifications approved by City Council. The contract was completed within the original contract schedule. The final cost of the project was $164,775. The difference between the original bid price and the final contract cost ($1,522) was to remove some buried, abandoned pipe and concrete encountered during the excavation for the wall footing. See attached Exhibit A for before and after photos of the work. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: FUNDING AVAILABLE: This project will reduce vandalism and theft in the storage yard and will minimize the maintenance costs to the existing chain link fence.
