AGENDA TITLE: Adopt Resolution Delegating Purchasing Authority to the Fire Chief to
Purchase all Associated Equipment Needed to Outfit Two Fire New Hi -
Tech Engines with a Total Cumulative Amount Not to Exceed $200,000

RECOMMENDED ACTION: Adopt resolution delegating purchasing authority to the
Fire Chief to purchase all associated equipment needed to
outfit two new Hi -Tech fire engines with a total cumulative
amount not to exceed $200,000.
BACKGROUND INFORMATION: On September 2, 2015, the City Council authorized the
City Manager to execute the purchase of two new fire
engines from Hi Tech Emergency Vehicles Services, Inc.
It is anticipated the City of Lodi will receive the two new Hi-Tech/Spartan Gladiator Engines in
November of 2016. The Fire Department will place the current Engines 2032 and 2033 in
reserve, and the two new engines will become the front-line engines. No existing equipment will
be used as front-line equipment as the current Engines 2032 and 2033 will remain in reserve.
Staff has had time to evaluate the existing equipment and estimates the cost to outfit both
engines will be approximately $100,000 each, for a total cost of $200,000.
Staff requests the City Manager be authorized to delegate purchasing authority in the total
cumulative amount not to exceed $200,000 to equip the two Hi-Tech/Spartan Gladiator engines.
This purchasing authority is currently budgeted in the 2016/17 fiscal year through the Vehicle
Replacement Fund. The City's Purchasing Policy requires that purchases over $20,000 be
brought to Council before the purchase is made. A number of items on the attached list of
equipment necessary to outfit the new engines will exceed $20,000. Competitive bids will be
obtained for any items over $2,500 and/or sole source letters will be obtained when purchasing
items per the City's purchasing ordinance. In order to expedite the outfitting of the new
engines, staff is requesting that purchasing authority for any items on the attached list
exceeding $20,000 and up to $200,000 be delegated to the Fire Chief.

Once the Hi-Tech/Spartan Gladiator Engines are placed in
service, the Fire Department will place the units as front
line engines, thus placing in reserve the much costlier
Engine 2032 and 2033. Departmental repair savings are
unknown at this time.

A RESOLUTION OF THE LODI CITY COUNCIL DELEGATING
PURCHASING AUTHORITY TO THE FIRE CHIEF TO
PURCHASE ALL ASSOCIATED EQUIPMENT NEEDED TO
OUTFIT TWO NEW HI -TECH FIRE ENGINES
WHEREAS, on September 2, 2015, the City Council authorized the City Manager to
execute the purchase of two new fire engines from Hi Tech Emergency Vehicles Services, Inc.;
and
WHEREAS, staff has evaluated the existing equipment and estimates the cost to outfit
both new fire engines to be approximately $100,000 each, for a total cost of $200,000; and
WHEREAS, purchasing authority for the new equipment is included in the 2016/17
budget through the Vehicle Replacement Fund (Account 40499100.77040), in the amount of
$200,000; and
WHEREAS, the City's Purchasing Ordinance requires that purchases over $20,000 be
approved by Council prior to the purchase being made; and
WHEREAS, several items on the equipment list, which is attached hereto and made a
part of this Resolution, is necessary to outfit the new fire engines and will exceed $20,000; and
WHEREAS, in order to expedite the outfitting of the new engines, staff is requesting that
purchasing authority for the necessary items on the equipment list be delegated to the
Fire Chief; and
WHEREAS, competitive bids will be obtained for any items over $2,500 and/or sole
source letters will be obtained when purchasing items per the City's purchasing Ordinance; and
WHEREAS, the Hi-Tech/Spartan Gladiator Fire Engines will be placed in service as
front-line engines, thus placing in reserve the much costlier Engines 2032 and 2033.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
delegate purchasing authority to the Fire Chief in the total cumulative amount not to exceed
$200,000 to equip the two Hi-Tech/Spartan Gladiator fire engines.
