TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C-4 AGENDA TITLE: Adopt Resolution Authorizing City Manager to Negotiate and Approve Sole Source Purchase of One Altec Bucket Truck from Global Rental Company, Inc. of Dixon ($182,520) MEETING DATE: July 20, 2016 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: Adopt a resolution authorizing the City Manager to negotiate and approve the sole source purchase of one Altec bucket truck from Global Rental Company, Inc. of Dixon, in an amount not to exceed $182,520. BACKGROUND INFORMATION: The Electric Utility (EU) maintains approximately 123 miles of overhead electric lines and 112 miles of underground lines to provide safe and reliable electric service to nearly 26,000 customers. To facilitate maintenance on the system in an efficient manner, EU requires a fleet that is appropriately equipped and configured for specialized tasks that are unique to an electric utility environment. An additional bucket truck is needed to enable a third construction crew to perform aerial work. This vehicle can be used by all EU Construction and Maintenance Divisions for a wide array of tasks that require aerial work. The recommended unit as configured on the attached Exhibit A, is a 2016 model year, which was a previous fleet rental with 3,567 miles, 178 power take -off hours, and the remainder of the manufacturer's warranty, as described in the attached Exhibit B. The purchase of the rental unit will result in cost savings as it is less expensive than a new unit. In addition, purchasing the rental unit allows for immediate delivery and avoids the lengthy backlog from order -to -delivery of approximately 12-14 months for a new unit. Further, the rental unit complies with City Council Resolution 2011-72 to utilize Altec, Inc. for maintenance, testing, and repair services, as Global Rental Company, Inc. is the vehicle rental division of Altec, Inc. A failed component may receive one of the following methods of coverage depending upon the listed information in the component tables: 1. Failure of a component with a listed fail code WITHOUT a listed fault code: o The listed fail codes cover the replacement of the component under the EPA Emissions Control System Warranty if found to be the root cause of a failure as indicated by a Cummins repair manual, Cummins troubleshooting tree, or other Cummins approved document. 2. OR, Failure of a component with a listed fail code WITH a listed fault code: o The listed fail codes with associated listed fault codes cover the replacement and/or repair of the component unless otherwise specified that coverage is excluded with the listed fault code.
