BACKGROUND INFORMATION: The Shady Acres storm drain pump station serves 806 acres of developed land inside the B-1 Basin watershed (Exhibit A). The pump station is one of two locations in the City where storm water is discharged into the Woodbridge Irrigation District (WID) canal. This project installed an in -ground trash handling unit which removes oil, floating debris, trash, and sediment from the storm water before it is discharged to the WID canal, as shown in Exhibit A. Prior to project completion, debris collected from the storm drain system along with storm water, was discharged into the WID canal. The project was awarded to Diede Construction Inc., of Woodbridge, on July 15, 2015, in the amount of $302,670. The contract has been completed in substantial conformance with the plans and specifications approved by City Council. The contract was completed within the contract schedule. The original contract amount was $302,670. The final contract price was $346,736.88. The difference between the contract amount and the final contract price is due to three contract change orders. Change Orders No. 1 and No. 2, totaling $2,326, included minor changes to work requested by staff. Change Order No. 3 ($41,741) included the repairs of damaged drain pipe inside the Lodi Lake Wilderness Area. The damaged pipe was causing substantial flooding within the wilderness area that compromised the health of native trees and forced the Parks Division to close that portion of the park to the public for safety reasons. Due to the urgent nature of the situation, staff requested the contractor to perform the repair under the terms of a Streambed Agreement with California Department of Fish and Wildlife. The repair was completed in time and the leak is fixed. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
