BACKGROUND INFORMATION: At the December 17, 2014 City Council meeting, the contract was awarded to Applied Water Resources, of Alameda, in the amount of $169,900. The contract has been completed in substantial conformance with the plans and specifications approved by City Council. The Lodi Northern Plume — Hydrogeology and Groundwater Monitoring, Proposed Northern Plume Monitoring Well Location Technical Memorandum was prepared in June 2014 by Langan Treadwell Rollo and submitted to the Regional Water Quality Control Board (RWQCB) for review and approval. The technical memorandum discussed past investigations in the Northern Plume area and proposed the location for the first monitoring well in the Northern Plume area. Following installation of the new monitoring well, a quarterly monitoring schedule will be implemented for the Northern Plume that will add to the monitoring program being conducted in the Central, Southern, and Western plume areas. The Northern Plume monitoring program will allow the City to track the PCE and TCE plume migration. This information will guide future remediation efforts, if necessary. The driller encountered difficulty while installing the well casings which caused a temporary suspension of work while a resolution was determined and submitted to RWQCB and San Joaquin County Public Health Services for approval. Once approved by both agencies, the work was completed per contract requirements on January 11, 2016. The final contract amount is $226,210.15. The difference between the original contract amount and the final contract amount was due to two change orders. Change Order No. 1 included additional well drilling depth and sampling required by RWQCB due to data results gathered from test hole borings ($26,825.00). Change Order No. 2 included changes in the well configuration which required redesign and remediation measures to the well ($28,710.00). The requested appropriation is to cover Change Orders No. 1 and No. 2 and staff costs associated with the additional work. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. RESOLUTION NO. 2016-39 A RESOLUTION OF THE LODI CITY COUNCIL APPROPRIATING FUNDS FOR THE NORTHERN PLUME MONITORING WELL INSTALLATION PROJECT WHEREAS, at the December 17, 2014 City Council meeting, the contract for the Northern Plume Monitoring Well Installation Project was awarded to Applied Water Resources, of Alameda, in the amount of $169,900; and WHEREAS, the contract has been completed in substantial conformance with the plans and specifications approved by City Council; and WHEREAS, the difference between the original contract amount and the final contract amount was due to two necessary change orders; and WHEREAS, the appropriation is to cover Change Orders No. 1 and No. 2 and staff costs associated with the additional work; and WHEREAS, staff recommends that the City Council appropriate funds in the amount of $30,000 for the Northern Plume Monitoring Well Installation Project. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby appropriate funds in the amount of $30,000 to cover Change Orders No. 1 and No. 2 for the Northern Plume Monitoring Well Installation Project.
