AGENDA TITLE: Target Stores Recognition of Detective Ridino and Detective Butterfield

RECOMMENDED ACTION: City Council recognition of Target Stores "Partnership Appreciation Awards
(Sept. 1999) received by Investigations Detective Reba Ridino #21 and
Narcotics Detective Roger Butterfield #87.
BACKGROUND INFORMATION: Detective (Det.) Ridino has conducted numerous theft and fraud
investigations in which Target stores in Lodi and Stockton have been
victimized. Two of those investigations have resulted in the
successful recovery of large amounts of stolen property and arrest
and prosecution of suspects. In both of these cases the suspects
involved were responsible for the systematic theft of Target property
which was then returned for cash with stolen receipts. For months the suspects were not identified. Det.
Ridino, working with store security personnel, successfully identified multiple suspects. Search warrants
were obtained for the suspects' residences. $20,000.00 in stolen property was recovered and $6,380.00 in
cash was seized.
Det. Butterfield works in the Narcotic Unit. He developed relationships with local stores seeking their
cooperation in identifying persons who purchase large quantities of over the counter cold tablets. These
large amounts of cold tablets are chemically converted and used to produce methamphetamine in illegal
drug labs. Det. Butterfield and other members of the LPD Narcotics Unit have used information provided
by the Lodi Target Store to locate illegal drug labs and arrest the suspects. One of the most notable cases
resulted in the discovery of two active drug labs at a residence, recovery of an explosive device, and the
arrest of three suspects that were major lab operators in the Lodi area.
Additionally Det. Butterfield assisted Target Stores, National Loss Prevention Manager, in developing a
national store policy that may be implemented to address the issue of over the counter drug sales that can
be used to produce illegal drugs.

Target Stores annually recognize federal, state and local law enforcement personnel that partner with their
Loss Prevention personnel to investigate crimes that effect their industry. This is the first occasion that two
officers from the same department have been recognized in the same year. Target Stores also recognized
the Lodi Police Department's commitment to provide a professional level of service to their industry and
has awarded a grant to purchase a Video Still Photo Printer (value $1,000.00). This will aid the department
in capturing still photo images from surveillance videos from stores in our community from crime bulletins
and suspects identification.
