BACKGROUND INFORMATION: The City created the Recreation Department in 1941, later adding responsibility for park maintenance and, eventually, consolidating community arts and oversight of Hutchins Street Square within Parks, Recreation and Cultural Services. In recognition of this milestone anniversary, PRCS is preparing a year full of new special events in 2016 that will include a treasure hunt in January, a department birthday party on July 16 at Lodi Lake Park, and other activities intended to bring members of the Lodi community together. Management Analyst Anne -Marie Poggio will provide the City Council with additional information about the scheduled activities and sponsorship opportunities. FISCAL IMPACT: Not applicable. On the Cover This original photo was pulled out of the archives at the Parks and Recreation Office. Originally, it is believed that this photo was taken at Van Buskirk Park on Pleasant Street, because that was the caption on the back of the photo. However, after further investigation, we were able to identify the location as the old Lincoln Elementary School on Oak Street and Cherokee Lane. Today, this is the site of the Lincoln Tech Academy and Lodi Adult School. The brick building continues to be a very notable landmark and in the rear of the property there is now a parking lot, where this baseball backstop once existed and was home to recreational baseball. Staff was able to identify the location based on the two houses located in the background of the photo. Those houses are still there today, but some of the trees have been replaced. To date we can not identify the individuals pictured. If you can help identify these people, please let us know so we can recreate this photo today. It's the 75th anniversary of the department's creation, and we plan on celebrating with you — the people we serve. This means monthly special events designed to bring the community together, ranging from continuing our music in the park series to a department birthday party at Lodi Lake on July 16. The fun will start in January with a community treasure hunt, and conclude in December with a thank -you reception for our sponsors for the year. In between, we'll have events such as a park -to -park bike ride, an Arbor Day celebration in which we'll plant 75 trees, and other activities for people of all ages. Your job, if you accept the assignment, is to be a part of the fun. That can mean all sorts of things, from showing up and enjoy the festivities to volunteering or to making a donation to help us cover the cost of this community celebration. You can learn more about our anniversary celebration at www.lodi.gov/pres, and make a contribution in return for recognition, swag and more by using the form on the inside back cover of this guide. We'II be celebrating the New Year for some other reasons, too. We'II be installing new lights and light poles at Salas Park and reconstructing the boat ramp, dock and parking lot at the north end of Lodi Lake Park. We're also hoping to renovate Candy Cane Park through a partnership with businesses, civic groups and volunteers. Although we've become a lean organization in recent years, we still lack the funding to make improvements needed to provide the kind of park amenities the public desires. I look forward to seeing you at our many upcoming special events, and hope you continue to enjoy our parks and recreation and cultural programs in 2016 and for many years to come. Sincerely, 1.e#A,0,1/ Jeff Hood Director City of Lodi Parks, Recreation & Cultural Services 75th Anniversary Treasure Hunt We are kicking off the City of Lodi's Park, Recreation, and Cultural Services 75th Anniversary Celebration with a Treasure Hunt. PRCS has joined with the Headwaters Kayak shop, and we will be having a social media Treasure Hunt in the month of January. You will be searching for our 75th Anniversary medallion. Clues for the hunt will be posted on Facebook and the "Treasure" can be found in two of our Lodi Parks. Players will be able to hunt by following the City of Lodi — Parks, Recreation and Cultural Services page on Facebook, where clues will be released. Two grand prizes will be given away: One will be a fully loaded kayak with lifejacket, paddle and other equipment, and the second grand prize will be a stand up paddleboard with lifejacket, paddle and other equipment. The treasure hunt for the first medallion will begin January 2 and the second hunt will begin January 9, 2016. Clues will be released on the day the hunt begins, and in the days to follow. This event aims to raise awareness of our wonderful park system, but also to celebrate the 75 years of service to our community by the Lodi Parks, Recreation & Cultural Services Department. Ralph Francis was the first Recreation Director. 1943 The Teen -Age center, Ye Olde Hangout opens and membership is31.00. (1) 1948 Little League was started and grew to 72 teams twelve years later. (2) 1949 Supervision of Parks moved from Street Department to Department of Recreation. 1950 Purchased 10 acres on Stockton Street to construct Blakely Park. The pool was constructed in 1957 1951 First 4th of July Fireworks event at Lodi Lake. Budget was $425 for fireworks and 16,000 people in attendance. 1952 Square Dancing first offered, continued to almost 2012. 1960 Boosters of Boys/Girls Sports (BOBS) was formed. 1966 Lights installed at Lawrence Park baseball fields (Zupo) when the pros played. The Grape bowl was built in 1940 under president FDR Works Progress Administration Program; there were 22,000 seats when it was complete for $150,000 1985 Senior Citizens Commission created. 1986 Development of the Lodi Lake Docent Program. 1987 Installed new 25 meter pool at Blakely Park. 1989 Boys Baseball Team (Age 14-15) goes to Babe Ruth World Series . Food Truck Mania hit its stride mid -summer with a variety of food trucks offering unique and familiar foods. Due to the ongoing popularity of the event, organizers have decided to continue hosting the event throughout the winter months, rain or shine. Playground Improvements Coming to Candy Cane Park Steve Dutra, Park Superintendent, has been reaching out to the business community and neighbors of Candy Cane Park to plan a major renovation of the park. The Parks, Recreation and Cultural Services Department has budgeted $25,000 this year for park improvements. The Department is encouraged by the initial public response to this project to install new playground apparatus, walkways, new sign, grass, and fencing. Dave was a member of the commission for 11 years, a long-time BOBS member, a great friend to Parks, Recreation and Cultural Services Department and someone who contributed much to the Lodi community. Dave was a strong believer and advocate for the many changes we've made in the recent years, including the new park ordinances, and had accepted the Parks Make Life Better proclamation at the City Council meeting some 10 days before his death. Bre Meyer was appointed to fill the open seat on the Recreation Commission in late August, following the passing of Chairman Akin. Ms. Meyer currently serves as an adult advisor on the Greater Lodi Area Youth Commission and is a graduate of Lodi High School. Other Commissioners are Jeff Palmquist, Mark Hamilton and Mike Carouba. She has been volunteering as a Lodi Lake Nature Area Docent since 2013 and enjoys her walks with the school groups because of her love of children, nature and animals. Giving back to the Lodi community is important to her, so she can be counted on to lead multiple tours in a busy week. She values the sense that she is worth something in her older years, and that she can give her time and energy helping to ensure "that our children and grandchildren become knowledgeable of our land and nature - teaching them that we must take care of where we live." Originally from the Los Angeles area, she lived briefly in Iowa, but now considers Lodi her home. She has been married to her husband, Don, for 44 years; has a son, Tim, and one grandson, Henry. When asked whether she would recommend the docent program to others, she said emphatically, "YES! Docenting helps to complete my life. I enjoy teaching new generations of students how great life can be, studying nature, all while giving back to our community." Join the docents to get a breath of fresh air! Hutchins Street Square Watercolor Artists Win Awards Jean Janssen, Watercolor Instructor at Hutchins Street Square, encourages her students to enter the Grape Festival Art competition every year. In September, it was one of Jean's newest students, Lew McCreery (right in the photo), who won 3rd place in the Mixed Media category with his pen and ink watercolor named "Carmel Highlands Looking South." Also a winner, Jean Janssen (left in the photo) won 2nd place for her watercolor titled "Orchid" and also won an Honorable Mention for her watercolor "Go With The Flow." After retiring from Delta College in 2005 where he taught culinary arts classes for twenty years, Chef Britto commuted to Sacramento to teach at the Art Institute for three more years. He also served as a consulting educator for the California Restaurant Association for three years. It seems he just can't stay out of the kitchen. Through his varied career and world travels he has visited 28 countries and 49 states. Serving as a member of an accreditation team, he has reviewed 72 culinary programs across the nation. Chef Britto earned certification as an Executive Chef and as a Certified Culinary Educator through the American Culinary Federation. This class gives students success with fundamental skills. Level 3 -Jelly Fish Successfully passing Level 2 or able to swim and float independently on front and back. In this course, students will explore deep water, front crawl 15 yards; level off, introduction to breathing combined with a 5 yard stroke. This class builds on the skills in level 2 by providing additional guided practice. Level 4 -Otter Successfully passing level 3 or is able to swim independently on front and back. Students will retrieve objects, swim 20 yards, coordinate the components of the front and back stroke, and tread water. This class develops confidence in the strokes learned and existing aquatic skills. Level 5 -Dolphin This class provides further coordination and refinement of strokes. Students will demonstrate the survival float, deep water bobbing, refined breathing, standing dive, build endurance by swimming elementary backstroke, front and back crawl, basic breaststroke. REGISTRATION INFORMATION Pre -registration is required for all classes and programs except where noted! In -class registration will not be accepted. Many classes fill before their registration dates. • Classes may be cancelled if there is low enrollment. • All registrations are taken on a first come, first serve basis. • We will not call you to confirm your registration. • Waiting lists will be established if a program is full. If a space becomes available, we will contact you. Only exact payment for classes/sports will be accepted. PROOF OF RESIDENCY REQUIRED A "resident" is anyone living within the incorporated Lodi City limits. A "non-resident" is a Lodi P.O. Box address or anyone living outside the incorporated Lodi City limits. REFUNDS/CANCELLATIONS/TRANSFER POLICY The City of Lodi Parks, Recreation & Cultural Services Department reserves the right to cancel a class/ program, combine or divide classes/programs; to change the time, date, class location, listed fee, change the instructor and to make other changes which become necessary to ensure a quality experience for the participants. Class/program fees will not be prorated. Administration Fee, Non -Resident Fee, and/or Late Fee are NON-REFUNDABLE. NO EXCEPTIONS. See receipt for fees paid. Full refunds will be given if the department cancels the class/program. All refund checks will be given through the City of Lodi within 30 days, if approved. If paid with a credit/debit card, a refund will be applied back to card for the approved amount. Hutchins Street Square All students who wish to cancel their enrollment must notify the office, in writing, at least 10 business days prior to the start date of the class, or they will be subject to a forfeiture of the entire course fee. If a student does not show up for class, the customer thereby forfeits the full class fee. No requests for refunds or transfers will be accepted after a class begins. NO EXCEPTIONS. If a class is cancelled, students receive their choice of a full refund or rescheduling. Registration is due one day before the class begins or you will incur a $10 late fee. Postmarks will be honored. Students must be pre -registered to attend classes. Recreation Full refund will be given if the department cancels the program, for medical reasons (must have documentation), or the participant is cut from the program. No refunds or credits will be given after the class/program/league has had its second meeting. If an expenditure has been made on behalf of a participant (i.e. insurance fees paid, uniform costs), that amount will be deducted from the total refund. LIABILITY WAIVER & PHOTO RELEASE Participants agree to indemnify and hold harmless, The City of Lodi, its Council, Officer, Boards, Commissions, Agents and Employees for any loss or liability which results or is alleged to have resulted from my/my child's participation in this program.
