A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING AMENDMENTS TO THE CLASSIFICATION,
JOB DESCRIPTION, AND SALARY RANGE OF
RISK MANAGER AND DELETING ONE MANAGEMENT
ANALYST POSITION AND ADDING ONE RISK MANAGER
POSITION WITHIN THE CITY ATTORNEY'S DEPARTMENT
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
approve amendments to the classification and job description for the position of
Risk Manager, attached hereto as Exhibit A; and
BE lT FURTHER RESOLVED that the salary range for Risk Manager is hereby
approved and shall be as follows:

BE tT FURTHER RESOLVED that the Lodi City Council does hereby approve
adding one Risk Manager position and deleting one Management Analyst position within

RISK MANAGER
Job descriptions are ¡ntended to present a broad and general range of duties
which includes, purpose, responsibilities, and scope of work. Job descriptions
are not intended to reflect all duties performed within the job.
DEFINITION:
Under administrative direction of the City's Attorney, manages, directs, and
coordinates the activities of the City's comprehensive risk management program
including management of self-insured workers' compensation, general liability
and property insurance programs; manages the general liability claims program;
manages and administers the City's employee safety program; and coordinates
program activities with other divisions and departments; provides guidance on
contractuat risk avoidance and risk transfer; provides highly complex staff
assistance to the City Attorney and/or the Human Resources Manager; performs
related work as assigned.
Risk Services is a division of the Office of the City Attorney.
SUPERVISION D AND RECEIVED:
Receives administrative direction from the City Attorney. May exercise direct
supervision over professional, technical, and clerical statf.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to the following:
Manage and administer the City's general liability, workers' compensation,
property damage, vehicular physical damage, catastrophe insurance, transit
insurance, loss recovery, cyber and crime insurance programs;
Direct, oversee, and participate in the development of the Division's work plan
and Division budget; provide direction, training and evaluation to Division staff;
participate in hiring, discipline, and performance appraisals;
Plan, devetop, and review the City-wide risk administration and loss control
programs and policies; ensure conformance of program to established
standards; recommend policíes to reduce risk, conserve liability reserves, and
provide for open case liability reserves;

Ensure compliance of the City's workers' compensation program with applicable
laws and regulations; establish charge-back rates for City departments;
Supervise ãnd conduct audits of invoices for annual program deposits and
auihorizes payments; solicit bids from brokers for insurance coverages for forms
of coverage as deemed necessary;
Coordinate programs with Human Resources, including return to work, modified
work, participaté in the lnteractive Process for reasonable accommodation, and
lndustrial Disability Retirement (lDR) for safety personnel;
plan and coordinate the workers' compensation program, including liaison work
between City departments, third party administrators, employees, and service
providers;
Negotiate adjustments and settlements of uninsured losses and insured losses
involving damages to City and/or private property;
Represent the City on boards of joint powers authorities for workers'
compensation (LAWCX) and general liability (CJPRMA); Attends and
participates in professional group meetings; maintains awareness of new trends
and developments in the field of workers compensation and general liability;
incorporates new developments as appropriate;
Represent the City in small claims court actions;
Analyze trends in liability coverages and case law; make recommendations for
insurance coverage, purchase, and cost; review contracts and agreements
relating to required certificates of insurance; supervise and investigate claims;
manage the general liability claims program; assists in preparing cases for
litigation;
Review and approve insurance certificates and endorsements for all contracts;
Act as Safety Officer for the City, manage and administer the City's safety
program, including the lnjury lllness and Prevention Program (llPP; conduct
inspections and training to ensure compliance with CAL-OSHA regulations;
coordinate and respond to safety audits and investigations; provide safety-
related training to City employees;
Oversee and maintain the City's drug and alcohol testing program in accordance
with state and federal laws and regulations; Conduct surveys and provide written
and oral reports on risk, safety or workers compensation issues;
Perform related duties as required.

MINIMUM QUALIFIGATIONS :
Knowledge of:
Organizational and management practices as applied to the analysis and
evaluation of programs, policies, and operational needs;
Liability and employee benefits insurance coverages;
Principles, practices, and techniques of establishing, maintaining, and modifying
a comprehensive risk management program;
The records and reports necessary in the insurance and claims field;
Workers' compensation law and claims adjustment administration;
Court actions on insurance and related legal matters;
Principles and practices of budget preparation and administration;
Principles and practices of organization, administration, and personnel
management.
Abilitv to:
Plan, organÍze, and develop risk management and loss prevention programs;
Devetop, implement and coordinate effective programs for safety and training;
Analyze and interpret a variety of complex insurance, medical, and legal
documents;
Prepare clear and concise rePorts;
Perceive and analyze problems correctly and take effective correction action;
Communicate clearly and concisely, both orally and in writing;
Establish and maintain cooperative working relationships with those contacted in
the course of work.
EDUCATION AND EXPERIENCE:
Any combination equivalent to experience and education that would likely
provide the required knowledge's and abilities would be qualifying. A typícal
combination is:

Education:
Equivalent to a Bachelor's degree from an accredited college or university with
major coursework in business or public administration or a related field.
Experience:
Six years of increasingly responsible administrative experience in industrial
safety, risk management, loss prevention, or municipal/corporate insurance
admiñistration. Experience working for a public agency is highly desirable.
LIGENSES AND CERTIFICATES:
possession of an appropriate, valid Driver's License from the California
Department of Motor Vehicles.
possession of an Associate in Risk Management (ARM) certificate or Associate
in Risk Management for Public Entities (ARM/P) and/or Possession of a Certified
Professional in Disability Management (CPDM) is highly desirable.
Work/Environ mental Cond itions:
Work is generally performed in an office setting with occasional site inspections.
Position duties may require maintaining physical conditions necessary for sitting
for prolonged periods of time; traveling to and from sites; attending meetings
(incíuding late evenings); talk or hear, in person and by telephone; and using
personal computers, cell phones and/or hand held electronic devices.
