BACKGROUND INFORMATION: White Slough Water Pollution Control Facility (WSWPCF) has four covered anaerobic digesters that serve the purpose of breaking down sewage sludge that enters the plant. On July 16, 2014, Council declared an emergency condition in response to concurrent roof failures on Digesters No. 1 and No. 2. Public contract code requires Council to review the emergency action at its next regularly -scheduled meeting and each regularly -scheduled meeting thereafter until the emergency is terminated. The completed Digester No. 2 became operational on April 6, 2015. Work to install the digester mixing and electrical systems along with the new cover installation on Digester No. 1 is expected to be complete by late July. The procurement and construction schedule reflecting project milestones is provided below. The work is progressing on the original schedule, and there is no substantial change from last report.
