AGENDA TITLE: Purchase of Serial Number Restoration Equipment for Police Department

RECOMMENDED ACTION: That the City Council authorize the Police Department to purchase equipment
for the Serial Number Restoration Program
BACKGROUND INFORMATION: In July, 1999, Department of Justice, Bureau of Forensic Services,
announced, effective July 2000, they would no longer provide
laboratory processing of firearms for the purpose of restoring serial
numbers that had been altered or ground off.
The new legislation did require DOJ to provide training in the process to local agencies. One Lodi Police
Detective completed the training in October, 1999 and another will be trained in February of 2000.
The total cost for the equipment needed for this process is approximately $500.00 and should last us
several years. Replacement of the chemicals will be minimal. The Police Support Services Division will be
responsible for processing all firearms or other altered metal items.

Re: Serial Number Restoration Program
As you are aware, the State of California is in the process of initiating
new laws requiring California Law Enforcement agencies to have in place
a program regarding the restoration of serial numbers that have been
defaced or obliterated on property, particularly on firearms. In October
1999, 1 attended a 24 hour training class sponsored by the California
Department of Justice in regards to serial number restoration. After
completing this class, I feel confident in my abilities to raise serial
numbers on firearms that have been defaced or obliterated. 1 have
compiled a list of necessary items and chemicals that will be needed for
our Department to begin raising serial numbers.
The majority of these items can be purchased from "Kinderprint Co." in
Martinez, CA (800.227.6020). The following is a list of items needed to be
purchased:

1) Chemical Etching Kit (#3-2047) ... this includes 1,000 cotton swabs,
25 plastic pipettes, clear safety goggles, and various acids and
chemical compounds ...... $84.75
2) Brown Mikrosil Tool Mark casting Kit (#3-0100BRN)..... $25.95

4) Polishing kit (#3-2045) ... this includes a Dremel tool, and various
abrasive heads and mandrels ...... $128.60

5) 6 volt alkaline battery with red and black lead wire and
clips.....$20.00
6) Sandpaper (320, 400 and 600 grit)......................$3.39 per pack of
five 9"X11" sheets each ($10.17 total)

Note: OSH has an acceptable cordless, rechargeable, two speed "Dremel0°
tool with some polishing fixings, for $57.99.
The estimated total for the above listed items is $412.04 ( $443.97 with
tax).
The serial number restorations will be performed in the ventilation hood of
the downstairs lab in the Police building.

RESOLUTION NO. 99-193
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE PURCHASE OF SERIAL NUMBER RESTORATION
EQUIPMENT FOR THE POLICE DEPARTMENT

WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interest of the City to do
so; and
WHEREAS, in July 1999, the Department of Justice, Bureau of Forensic Services,
announced that effective July 2000, they would no longer provide laboratory processing of
firearms for the purposes of restoring serial numbers that had been altered or ground off; and
WHEREAS, the new legislation does require the Department of Justice to provide
training in the process to local agencies; and
WHEREAS, one Lodi Police Detective completed the training in October 1999, and
another will be trained in February 2000; and
WHEREAS, the total cost for the equipment needed for this process is approximately
$500.00 with minimal cost for replacement of chemicals; and
WHEREAS, staff recommends purchasing the equipment for the Serial Number
Restoration Program.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves
the purchase of the equipment for the Serial Number Restoration Program in the amount of
$500.00.
