HANSEN, CHIEF OF POLICE RECOMMENDED ACTION: That the City Council authorize the purchase of a new digital Toshiba Notebook CVSA computer from National Institute for Truth Verification (N ITV) in the amount of $6,000. BACKGROUND INFORMATION: N.I.T. V. is offering a trade-in allowance of $3,700 for our present analog CVSA instrument which has become outdated and will be difficult to repair in the future. Our current instrument was purchased in May, 1995 at a cost of approximately $7,100. The cost of the Toshiba is currently $9,250; however, with the trade -in -allowance, will be approximately $6,000, including tax and shipping. The digital Toshiba CVSA computer has several advantages. It is laptop size and therefore about 1/6t' the size and weight of the analog model. The Toshiba analyzes the charts for deception, removing some of the human subjectivity in "calling" charts. Chart paper is no longer needed, as this computer utilizes standard copy paper. CVSA formats for questions and narrative report formats are part of the software contained in the computer. Questions and charts can be retained on floppy disks if needed for storage or can be sent to NITV for further analysis by their experts. No additional training cost is needed for the transition. FOR LAW ENFORCEMENT Introduced into the law enforcement com- munity in 1988, the original analog CVSA became an instant success at every agency that purchased it, solving crimes that, in some cases, had languished for years (cold cases). In other cases, individuals that were either untestable or had been called "inconclusive" on the old poly- graph agreed to take a CVSA exam and subse- quently confessed to their crimes_ With results like that, it wasn't long before word-of-mouth spread the CVSA's reputation like wild -fire in the law enforcement community. Today's CVSA has been digitized and incorporated into a powerful multi -functional notebook computer. The latest version of the CVSA enjoys the reputation of being the most effective investigative tool to be introduced into the law enforcement community within the past three decades. The CVSA has proven to be such a dangerous threat to under- cover agents when in the wrong hands that the NITV restricts its sale to law enforcement. When used in conjunction with the National Institute for Truth Verification's (NITV) interviewing and interrogation techniques, including its widely acclaimed Defense Barrier RemovalT"^ (DBRTM) technique to obtain confessions, the results are swift and dramatic. "Cold" cases are solved by analyzing old interview tapes. The CVSA gets to the truth and accurately identifies deception, or validates statements in the shortest possible time (average exam time is 40 mins.). THE NITV IS THE MANUFACTURER AND SOLE SOURCE FOR THE CVSArr Micro tremors are tiny frequency modulations in the human voice. When a test subject is not being truthful, the automatic, or involuntary nervous system, causes an inaudi- ble increase in the Micro tremor's frequency. The CVSA detects, measures, quantifies, and displays these Micro tremors. A state-of-the-art computer processes these voice fre- quencies and graphically displays the fluctuation of the voice patterns simultaneously with the subjects answers with up to fifteen patterns on the computer screen at one time, numerically scoring each pattern and checking for deception. The CVSA is not restricted to "yes" and "no" answers and is able to analyze accurately, tape recordings of unstruc- tured conversations. Unlike the computer polygraph, the CVSA requires no wires be attached to the subject being tested. The CVSA uses only a microphone plugged into the computer to ana- lyze the subject's responses. As the subject speaks, the computer displays each voice pattern, numbers it, and dis- plays its numerical value on the computer screen. At the end of the examination, the computer renders its evalua- tion utilizing the NITV's patented Voice Stress Analysis Scoring Algorithm System TM to render a finding of Deception Indicated (DI) or No Deception Indicated (NDI) on each response to each question. This process removes any possibility of examiner error as well as providing a com- pletely objective examination. This allows a trained exam- iner to either eliminate the subject as a suspect, or to begin an interrogation. Unlike the polygraph, drugs do not affect the results of the exam and there are no known counter- measures that will cause "inconclusive" results. The CVSA is effective in all investigative situations such as homicide, sex crimes, robbery, white collar, and internal affairs investi- gations, as well as pre-employment examinations for back- ground investigators. The system has also proven itself a very reliable investigative tool for verifying statements of witnesses, denials of suspects, and for determining the validity of allegations made against police officers. Here are just a few of the comments from ranking members of major metropolitan police departments that use the CVSA: "The CVSA is the best thing that has hap- pened to police work", "The CVSA has proven itself to be more reliable than any polygraph exam", "one of the most impressive investigative tools we've acquired." The CVSA works -FAST, RELIABLY, EASILY. It is light years ahead in establishing truth and successfully clos- ing cases. The CVSA is built into a rugged, multi-purpose, state-of-the-art notebook computer that can easily be carried anywhere and has fax capability for direct fax- ing of charts for "cold call" review by other examiners. CERTIFIED EXAM INERS COURSE The NITV conducts a widely acclaimed six-day inten- sive training course hosted by selected law enforcement agencies around the country for law enforcement person- nel that will be utilizing the CVSA. With a maximum of 20, students allowed in a class, there is hands-on instruction. The specialized Defense Barrier Removal(TM) interviewing and interrogation technique developed by the NITV's founder, Dr. Charles Humble, and Kinesics (body lan- guage), developed by NITV instructor Glenn Foster, are also taught_ These two techniques, when utilized in con- junction with the CVSA, have proven invaluable in obtain- ing confessions, as well as clearing suspects.
