RECOMMENDED ACTION: Adopt resolution approving the classification, job description and
salary range for the position of Engineering Aide.
BACKGROUND INFORMATION: The Public Works Department has the need for an Engineering Aide
classification to provide assistance to the engineering division.
Upon discussions with the Public Works Director, the City wishes to

The engineering aide will perform a variety of services supporting the water and wastewater utilities
required as a result of the City's conversion to usage-based water billing and waste-strength and usage-
based wastewater billing. The engineering aide will monitor daily usage reports to identify customer
leaks and facilitate the dispatch of water conservation officers to advise the customers. ln addition, the
aide will categorize the waste strength characteristics of all wastewater customers to implement the
wastewater billing program based upon both meter size and strength characteristics and to provide
quality control measures. This staff person may perform utility service inspections required to process
encroachment and building permit applications by the Public Works Development Services division. The
engineering aide will perform other work as assigned.
Staff requests Council approve the classification, job description and set the salary range for Engineering
Aide.
After discussions with and concurrence from the AFSCME Unit, staff recommends the new Engineering
Aide salary range be $37,440.00 to $45,508.56. This job classification will be part of the AFSCME unit.
The Public Works department is requesting to increase their budgeted and allocated positions and to
fund the Engineering Aide position.
FISCAL IMPACT: The annual cost for this position is $86,879 at top step.
FUNDING AVAILABLE: Funding will be absorbed within existing appropriations.

DESCRIPTION AND SALARY RANGE FOR THE
POSITION OF ENGINEERING AIDE
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
approve the classification and job description for the position of Engineering Aide as
shown on Exhibit A attached hereto; and
BE tT FURTHER RESOLVED that the salary range for Engineering Aide is
hereby approved and shall be as follows:

ENGINEERING AIDE
Job descriptions are intended to present a broad and general rangg of duties
which includes, purpose, responsibilities, and scope of work. Job descriptions are
not intended to reflect all duties performed within the job.
DEFINITION
To perform a variety of office and sub-professional field work to the engineering
staff; including doôument scanning and electronic filing, facility operations
surveys, watei usage analysis, utility customer support and provides other
support services to the Engineering, Development Services, Streets, Water
Distribution and Wastewater Collection Divisions of Public Works.
SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from higher level personnel.
EXAMPLES OF DUTIES
Duties include, but are not limited to, the following:
Monitors and evaluates water usage information at the customer level to assess
conformance with the water conservation policies of the City;
ldentifies water and wastewater services condition and upgrade requirements in
support of permit applications; performs field inspections of minor projects to
ensure work is performed in accordance with encroachment permits;
performs customer water audits; prepares and updates facility inventories;
implements the sidewalk repair policies of the City;
Assists with implementation of the wastewater billing program, categorizing the
waste strength characteristics of all wastewater;
Assists in monitoring the contract performance of the landscape maintenance
contracts;
Converts paper documents to electronic documents; catalogs documents for
retrieval; creates and maintains logs;
Provides office support to Public Works engineering personnel; provides
customer service to the public; troubleshoot customer complaints;
Performs other duties related to the operation of the department and the city,
including additional duties that enable the department and City to meet the
diverse needs of its communitY.

MINIMUM QUALIFICATIONS
Knowledqe of:
public works pojects such as street reconstruction, subdivision improvements,
and water and wastewater systems; common public works construction methods
and materials, and inspection; data collection and analyses methods,
Mathematical principles; elementary engineering survey principles and practices;
basic knowledge of nomenclature Symbols, methods, practices, techniques, and
instruments used in drafting, mapping, and surveying;
Networked personal computer, related software, including computer aided
drafting (CAD) and peripheral equipment;
Standard office practices and procedures.
Abilitv to:
To perform a variety of office and sub-professional engineering work including
survey, design and drafting activities; and to provide assistance to professional
level engineering staff;
Analyze data and information using established criteria; ability to compare, count,
diffeientiate, measure and/or sort, as well as assemble, copy, record and
transcribe data and information; tabulate and categorize data',
Collect and analyze data; solve problems and make mathematical computations;
calculate percentages, fractions, decimals, volumes; interpret basic reports;
Learn and operate basic automated drafting technology used in an engineering
environment; read and interpret construction plans, drawings and diagrams;
Utilize a variety of advisory data and information such as technical studies, plans,
specifications, staff reports, design standards and manuals, ordinances,
aSSeSsOr books, maps, invoices, computer manuals and non-routine
correspondence;
Follow oral and written directions;
lnteract positively and continuously with the community;
