RECOMMENDED ACTION Adopt a resolution authorizing the City Manager to execute
Professional Services Agreement with PMC of Rancho Cordova
for the preparation of the Housing Element Update and the
Analysis of lmpediments to Fair Housing Choice ($39,761).
BAGKGROUND INFORMATION: The Lodi Housing Element is part of the City's General Plan,
which is a comprehensive policy statement regarding the
physical, economic, and social development of the city; the
preservation and conservation of natural and human features of the landscape, and the re-use of land
and buildings within the city. Although housing represents a high priority, planning for housing must be
balanced with the community's economic needs and environmental, resource, and open space
protection policies, which are also essential aspects of the City's General Plan. Whereas general
plans often reflect planning periods 15-25 years long, housing elements are updated every five to
eight years, in accordance with State law.
The San Joaquin Council of Governments has completed the Regional Housing Needs Assessment,
which is the precursor for state-mandated updates of all Housing Elements. The new assessment
provides the framework necessary to proceed with a new Housing Element for the General Plan
Update.
As a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), the
City of Lodi is required to conduct an Analysis of lmpediments to Fair Housing Choice (Al) and to
periodically review that analysis and update it as necessary. The Al provides a detailed look into the
fair housing environment in the City of Lodi. More specifically, this document includes an analysis of
local factors that may impact fair housing choice, the identification of specific impediments to fair
housing choice, and a plan to address those impediments. As part of its ongoing responsibilities as a
recipient of HUD funds, the City of Lodi must also continuously assure equal access to services and
programs it provides or assists in the community
While the Housing Element and the Al are two separate documents, the fact that they are both due
around the same time and that they involve some of the very same data and research, it made sense
to have them prepared simultaneously and therefore a Request for Proposals was released on August
11,2014.

The following proposals were rece¡ved for consideration
During the review of the proposals, staff gained additional information from the State Department of
Housing and Community Development (HCD) regarding the ability to take advantage of a streamlined
process for the review of Housing Element updates that will allow for the elimination of certain tasks in
the process. After further consultation with PMC on this issue they were able to revise their proposal
as follows:
Staff recommends executing an agreement with PMC for the preparation of the Housing Element
Update and an Analysis of lmpediments to Fair Housing Choice. The City has a long-standing
relationship with PMC and staff is very confident in their qualifications and abilities to complete this
work. We are currently under contract with PMC for their assistance in the administration of our
Community Development Block Grant (CDBG) Program, federal labor compliance monitoring for other
federally-funded projects, and other m iscellaneous plann ing activities.
FISCAL IMPAGT:The total cost of the contract is an amount not to exceed $39,761

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICE
AGREEMENT WITH PMC, OF RANCHO CORDOVA, FOR THE
PREPARATION OF A HOUSING ELEMENT UPDATE AND THE
ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE

WHEREAS, the Lodi Housing Element is part of the City's General Plan, which is
a comprehensive policy statement regarding the physical, economic, and social
development of the city; and
WHEREAS, the San Joaquin Council of Governments has completed the

updates of all Housing Elements, as well as the framework necessary to proceed with
the new Housing Element; and
WHEREAS, as a recipient of funds from the U.S. Department of Housing and
Urban Development, the City of Lodi is required to conduct an Analysis of lmpediments
to Fair Housing Choice, to periodically review and analyze the local factors that impact
fair housing chıice, to identify specific impediments to fair housing choice and develop a
plan to address those impediments, and to continuously assure equal access to services
and programs that are funded through the City.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Services Agreement with PMC, of
Rancho Cordova, for the preparation of a Housing Element Update and the Analysis of
lmpediments to Fair Housing Choice, in an amount not to exceed $39,761.
