RECOMMENDED ACTION: Accept improvements under contract for Sacramento Street
Streetscape Project.
BACKGROUND INFORMATION: The contract was awarded to A. M. Stephens Construction Company,
lnc., of Lodi, in the amount of $1 ,182,228.40, on November 20, 2013.
The contract has been completed in substantial conformance with the
plans and specifications approved by City Council on June 19,2013.
The project consisted of reconstructing Sacramento Street from Lodi Avenue to Oak Street by installing
16,747 square feet of new decorative and pedestrian-friendly sidewalks with intersection
bulb-outs, 1,900 tons of asphalt concrete, 671 feet of 8-inch water main, 300 feet of storm drain pipe,
landscape improvements, decorative lighting, and street furniture; and other incidental and related work,
all as shown on the plans and specifications for the project.
The contract completion required the work to be completed in 90 working days, and the actual completion
was 83 working days. The street was open to public use on July 3, 2014. Contract work was suspended
until Septembel 3, 2014 due to site furniture manufacture and delivery. The final cost of the project was
91,322,046.52. There difference between the original contract amount and final contract was due to four
change orders totaling $1 25,380.28.
Change Order No. 1 ($34,698.91) included removal of an unknown concrete slab underthe existing
roadwãy, pumping of rainwater and placement of a temporary roadway to maintain access to local
businesses, and changes to water and storm drainpipe materials due to existing conditions.
Change Order No. 2 ($31 ,798.18) was due to the discovery of a basement area under the existing sidewalk
at214 S. Sacramento Street. The area required construction of a retaining wall and associated backfill in
the basement area.
Change Order No. 3 ($33,967.61) included changes to water mains, fire hydrant laterals and storm drain
lines due to unknown existing conditions.
Change Order No. 4 ($24,915.58) included work at the Transit Station driveway off Oak Street to make
ADA ðompliant transitions, re-grading and repaving portions of the parking lot at 100 S. Sacramento Street
for proper drainage and providing landscape plant materials.
There were also adjustments to the quantities of unit items installed totaling $14,437.84.

Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to inform vendors and subcontractors
that the project is complete and to initiate the 30-day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be a slight increase in the longterm maintenance of the
decorative streetlights, landscape and streetscape and a short-term
decrease in street maintenance costs.
FUNDING AVAILABLE This project was funded with Federal Transportation Enhancement Funds,
Measure K Funds, Street Funds, Water Funds and Wastewater Funds'
