RECOMMENDED ACTION lntroduce Ordinance amending Lodi Municipal Code
Chapter 15.20 "Fire Code" by adding Section 15.20.145 -
"Electronic Filing"
BACKGROUND INFORMATION: Electronic filing will allow the City of Lodi Fire Prevention
Department begin to meet the goal of keeping paperless
records and increasing compliance. A records
management system selected by the Lodi Fire Department (LFD) will be an lnternet-based
lnspection Report Management System utilized primarily for submitting life-safety inspection
reports to the LFD.
Life-safety systems include water based sprinkler systems, private fire hydrants, fire alarms, fire
pumps, engineered chemical suppression systems and pre-engineered chemical systems
(Restaurant & lndustrial). Any contractor chosen by a business within the City of Lodi to perform
these services must be certified by the state to inspect, test, repair and maintain the systems in
place.
Electronic filing will facilitate communication between the property owners/occupants, the LFD
and the inspection contractors. lt will increase efficiencies and organization and therefore
improve code compliance. The current code requires records of all system inspections, tests,
and maintenance reports to be copied to the Fire Code Official upon request. This ordinance will
require all of the above mentioned life-safety inspection reports and testing results to be filed
electronically.
Staff recommends that the City Council introduce the ordinance adding the above-referenced
Lodi Municipal Code section in conformity with the California Fire Code and Title 19 of the
California Code of Regulations.

AN ORDINANCE OF THE LODI CITY COUNCIL AMENDING
LODI MUNICIPAL CODE CHAPTER 15.20 FIRE CODE BY
ADDING SECÏION 15.20.275,'ELECTRONIC RECORDS'
NOW, THEREFORE, the City Council of the City of Lodi does ordain as follows:
Section 1. Pursuant to an amendment to Section 901.6.2 of the California Fire Code
and Title 19 of the California Code of Regulations, Lodi Municipal Code Chapter
15.20.275, "Electronic Records" is hereby added and shall read as follows:
Records of all system inspections, tests and maintenance required by the
referenced standards and Title 19 of the California Code of Regulations
shall be submitted to the Authority Having Jurisdiction electronically using
the records management system approved by the Authority Having
Jurisdiction.
Section 2. No Mandatorv Dutv of Care. This ordinance is not intended to and shall
not be construed or given effect in a manner which imposes upon the City, or any officer
or employee thereof, a mandatory duty of care towards persons or property within the
City or outside of the City so as to provide a basis of civil liability for damages, except as
otherwise imposed by law.
Section 3. Severabilitv. lf any provision of this ordinance or the application thereof
to any person or circumstances is held invalid, such invalidity shall not affect other
provisions or applications of the ordinance which can be given effect without the invalid
provision or application. To this end, the provisions of this ordinance are severable. The
City Council hereby declares that it would have adopted this ordinance irrespective of
the invalidity of any particular portion thereof.
Section 4. All ordinances and parts of ordinances in conflict herewith are repealed
insofar as such conflict may exist.
Section 5.This ordinance shall be published one time in the "Lodi News Sentinel," a
daily newspaper of general circulation printed and published in the City of Lodi, and shall
be in force and take effect 30 days from and after its passage and approval.

TITLE 8 - HEALTH AND SAFETY. BY ADDING CHAPTER 8.30, "REGULATION OF
