BACKGROUND INFORMATION: White Slough Water Pollution Control Facility (WSWPCF) has four covered anaerobic digesters that serve the purpose of breaking down sewage sludge that enters the plant. On July 116,20j4, Council declared an emergency condition in response to concurrent roof failures on Digesters No. 1 and No. 2. Public contract code requires Council to review the emergency action at its next regularly-scheduled meeting and each regularly-scheduled meeting thereafter untilthè emergency is terminatet. Ïhe contract with Western Water Constructors, lnc., (Contractor) was executed on September 3, 2014, in the amount of $1,995,710. Staff conducted a pre-construction meeting on September 10,2014, with the Contractor to outline project details and expectations for a successful project. The topics of discussion included schedule, materials, safety and coordination with daily operations at the treatment facility during construction. The Notice to Proceed was issued on September 1S, 2014. The contractor is currently mobilizing equipment on site, procuring materials needed for the project, and is scheduled to begin demolition of the Digester No. 2 lid on September 30, 2014. The updated procurement and construction schedule reflecting project milestones is provided below.
