Crrv or Lonr CouNcrr, CovTMUNICATIoN TM AGENDA TITLE: MEETING DATE: PREPARED BY: Rescind Resolution 2013-21 and Approve Resolution Authorizing lssuance of Procurement Cards to Specified Positions October 1,2014 Deputy City Manager RECOMMENDED ACTION Rescind Resolution 2013-21 and approve resolution authorizing issuance of procurement cards to specified positions. BACKGROUND INFORMATION: On September7,2O11, Council approved resolution 2011-143 which authorized issuance of procurement cards to specified positions. Council revised the list of positions authorized to be issued procurement cards on February 20,2013 by resolution 2013-21. Since the last revision, position titles have changed and the operational need to issue cards to additional positions has become apparent Department heads have reviewed their operations and are recommending cards be issued to an additional seven position classifications. Additionally, four position classifications have been re-titled and three previously authorized position classifications are being deleted. The attached resolution lists the positions that are to be approved to hold procurement cards. New positions are listed in bold face type, while changes to position titles and position deletions are shown in strike-out format. The City Manager is authorized to issue the cards to the incumbents and set the limits of such cards in accordance with the parameters of the Lodi Municipal code. FISGAL IMPACT Staff efficiencies are expected as greater flexibility is granted in our purchasing processes. During fiscalyear 2013114, existing cardholders completed about 3,200 transactions totaling about $1.2 million of goods and services with procurement cards and the City received $8,257 in rebates from the purchasing card program on those purchases. FUNDING AVAILABLE Expenses charged to procurement cards are included in departmental appropriations. J Ayers APPROVED: Deputy City Manager City Manager RESOLUTION NO. 2014-181 A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING RESOLUTION NO. 2013-21 AND AUTHORIZING THE ISSUANCE OF CAL-CARD PROCUREMENT CARDS TO SPECIFIED POSITIONS WHEREAS, City Council had previously approved Resolution No. 2013-21 relating to the issuance of Cal-Card procurement cards to specified positions; and WHEREAS, Lodi Municipal Code Section 3.20.135 specifies that the Lodi City Council will adopt a resolution setting forth the positions that are authorized to hold procurement cards; and WHEREAS, the City Manager is authorized to approve issuance of procurement cards to incumbents in the positions noted in this resolution with limits in accordance with the parameters of the Lodi Municipal Code. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the following positions to be issued procurement cards with transaction and aggregate limits in accordance with Lodi Municipal Code Chapter 3.20.
