RECOMMENDED ACTION Adopt a resolution authorizing City Manager to execute lmprovement
Agreement for Reynolds Ranch Phase 3A public improvements and
approving no-parking zones on Rocky Lane.
BACKGROUND INFORMATION: Reynolds Ranch Phase 3A (Development) is the third commercial
development in Reynolds Ranch. The Development is bounded by
Harney Lane, Reynolds Ranch Parkway, and Stockton Street, as
shown on Exhibit A, and consists of 14 commercial parcels bisected by a new proposed public roadway
named Rocky Lane.
The improvements consist of new sidewalk (south side of Harney Lane from Stockton Street to Reynolds
Ranch Parkway), traffic signal improvements at the intersections of Rocky Lane and Reynolds Ranch
Parkway, and full public improvements in Rocky Lane, including curb, gutter and sidewalk, water,
wastewater and storm drain utilities, street lighting, and landscape and irrigation improvements. The
Development is conditioned to construct the full cross section of Stockton Street between Harney Lane
and the Development's southern boundary upon development of its eighth parcel. The lmprovement
Agreement is provided as Exhibit B.
ln addition to plan check and inspection fees, the lmprovement Agreement requires the developer to pay
the remaining balance of Electric lmpact Fees ($145,668.14) by December 31, 2014. Fees in the original
amount of $291,336.28 were required for electric utility line extension costs as referenced in Ordinance
No. 1865 entitled "An Ordinance of the City Council of the City of Lodi Partially Rescinding and Amending
Development Agreement Pertaining to the Developmenl of 220 Acres Located on (Reynolds Ranch)
(Development Agreement 06-GM-01)" approved by Council on October 17,2012.
As conditioned in the original Environmental lmpact Report, the Reynolds Ranch Development is
obligated to construct intersection improvements at the Harney Lane and Stockton Street intersection
and to underground the existing overhead PG&E utility poles that are located along Harney Lane at that
location. lf the intersection improvements are constructed with the Harney Lane Grade Separation
Project prior to being constructed by the Development, the developer must reimburse the City for the cost
of those improvements. The estimated cost of the intersection improvements that include the south leg
of the traffic signal, ADA ramps, and pavement and curb and gutter along Stockton Street for
approximately 200 feet south of Harney Lane is $225,000. The estimated cost to underground the
existing utility poles is $128,000.

The developer, Skinner Ranch Holdings, L.P., has furnished the City with improvement plans and the
necessary agreements for the proposed project. The developer's contractor has been added to the
lmprovement Agreement to furnish the bonding for the developer. The developer's contractor,
A. M. Stephens Construction Company, lnc., will furnish the necessary bonds and execute the
lmprovement Agreement. The bonds will secure the contractor's/developer's performance under the
Agreement.
Portions of the cost to install certain off-site public improvements that benefit other properties may be
eligible for reimbursement from others. lt is Developer's responsibility to request reimbursement and
submit the appropriate information per Lodi Municipal Code Section 17.62.
No-parking zones will cover both the north and south sides of Rocky Lane (approximately 700 feet of
roadway). On-street parking is not allowed on Rocky Lane due to the street geometry.
FISCAL IMPACT:There will be an increase in longterm maintenance costs for public
infrastructure and City services.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
AN IMPROVEMENT AGREEMENT FOR REYNOLDS RANCH
PHASE 3A PUBLIC IMPROVEMENTS AND APPROVING
NO-PARKING ZONES ON ALL OF ROCKY LANE
WHEREAS, the subdivision is bounded by Harney Lane, Reynolds Ranch Parkway, and
Stockton Street and consists of '13 commercial parcels bisected by a new proposed public roadway
named Rocky Lane; and
WHEREAS, the developer, Skinner Ranch Holdings, L.P., has furnished the City with
improvement plans and the necessary agreements for the proposed project. The developeds
contractor, A. M. Stephens Construction Company, lnc., has been added to the lmprovement
Agreement to furnish the bonding for the developer; and
WHEREAS, the improvements consist of new sidewalk (south side of Harney Lane from
Stockton Street to Reynolds Ranch Parkway), traffic signal improvements at the intersections of
Rocky Lane and Reynolds Ranch Parkway, and full public improvements in Rocky Lane, including

of its eighth parcel; and
WHEREAS, portions of the cost to install certain offsite public improvements that benefit
other properties may be eligible for reimbursement from others, and it is the developer's
responsibility to request reimbursement and submit the appropriate information per Lodi Municipal
Code Chapter 17.62; and
WHEREAS, due to the street geometry, staff recommends no-parking zones on both the
north and south sides of Rocky Lane (approximately 700 feet of roadway).
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby approve an
lmprovement Agreement for Reynolds Ranch Phase 3A Public lmprovements; and
BE lT FURTHER RESOLVED that the City Council does hereby authorize the City Manager
to execute the Agreement on behalf of the City of Lodi; and
BE lT FURTHER RESOLVED that the City Council does hereby approve no-parking zones
on all of Rocky Lane.
