HomeMy WebLinkAboutAgenda Report - December 15, 1999 E-12AGENDA TITLE: Public Benefits Program Grant — City of Lodi Public Library Energy Education Project ($15,000) MEETING DATE: December 15, 1999 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant request in the amount of $15,000 to partially fund the City of Lodi Public Library Energy Education Project. BACKGROUND INFORMATION: The City of Lodi Public Library is developing a new computer lab facility, to be located inside the library at 201 West Locust Street. The Public Benefits Program grant would assist in facilitating the construction of the computer lab. The $15,000 would be dedicated towards the implementation of a new energy education and outreach component incorporated into the computer programming. Patrons of the library will be able to access the City of Lodi Electric Utility web site (which displays various energy efficiency programs and tips offered by the City of Lodi, along with information regarding the Public Benefits Program, electric rates, and other pertinent information), as well as numerous other energy-related web sites. The computer lab will also allow students of all ages to utilize the energy education project for researching and writing term papers regarding new energy technology and related subjects. The computer lab itself is designed to promote the use of computers in searching for information. The initial plan calls for six (6) computer stations with a CDROM server to provide tutorials and reference works on a wide variety of subjects. Classes introducing computer usage and language, standard software applications and Internet searching are being developed. The component linking energy-related subject material for the education of the community is a natural partnership for the overall project The City of Lodi Electric Utility and City of Lodi Public Library staff respectfully recommends approval of this grant as a qualifying component of the City of Lodi's Public Benefits Program. Dixon Flynn RESOLUTION NO. 99-201 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO THE CITY OF LODI PUBLIC LIBRARY ENERGY EDUCATION PROJECT WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $11M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the Lodi Public Library is developing a new computer lab facility; and WHEREAS, a Public Benefits Program grant would assist in facilitating the construction of the computer lab; and WHEREAS, the Public Benefits Program Grant would be dedicated towards the implementation of a new energy education and outreach component incorporated into the computer programming, allowing the patrons of the library access to the City of Lodi Electric Utility web site which displays various energy efficiency programs and tips offered by the City of Lodi, along with information regarding the Public Benefits Program, electric rates and other pertinent information; and WHEREAS, the computer lab will allow students of all ages to utilize the energy education project for researching and writing term papers regarding new energy technology and related subjects; and WHEREAS, the initial plan calls for six (6) computer stations with a CDROM server to provide tutorials and reference works on a wide variety of subjects; and WHEREAS, the Electric Utility Department recommends that the City provide a PBC grant of $15,000.00 to the City of Lodi Public Library Energy Education Project. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $15,000.00 to the City of Lodi Public Library.
