BACKGROUND INFORMATION: Beginning in 2013, the Public Works Department took an aggressive ü,3i,",i'i,11Å:t;i'+låHïï:ii':llili'iil:"H1'åL'*'0" Sidewalk Survey that identified approximately 11,000 sidewalk offset locations. Staff currently uses three different methods for removing the sidewalk offsets, depending on the offset height. These methods are sidewalk grinding, asphalt patching, and full replacement. Part-time staff in the Streets Division perform the asphalt patching, while the sidewalk grinding and replacements are performed through two separate contracts. The grinding is performed through the 2013-2015 Sidewalk Grinding Program and the sidewalk replacement work is performed through the 2013-2015 Sidewalk Repair Program and Miscellaneous Concrete Work (Contract). The two-year Contract was publically bid in May 2013 and awarded by City Council on June 19, 2013, to the lowest bidder, Popuch Concrete Contracting, lnc., for $198,600. At project award, $300,000 was budgeted over FY 2013114 and FY 2014115 ($150,000 each year). The funding includes a combination of Measure K and Transportation Development Act (TDA) Bike/Pedestrian funding, Since the original contract was executed, additional funding has been added by change order to accommodate extra work requested by the City (Public Works and other departments) and to extend contract funding for the second year of the two-year term. An example of additional work requested by the City includes ADA ramp installations ($39,559), Parks Department concrete work ($19,450), Library concrete work ($3,514), WaterAlVastewater concrete work ($3,097), and the Fire Station No. 1 driveway replacement ($34,938). lf the proposed Change Order is not approved, sidewalk replacement work performed between now and the end of the fiscal year will be minimal since the current remaining balance on the Contract is approximately $50,000. The change orders and the funding to cover the contract extension increased the total contract amount to $375,000, which is 25 percent above the $300,000 approved for the two budget years. Proposed Change Order No. 6 ($218,514) will increase the total Contract amount to $593,514, The additional contract amount will be used to continue the aggressive sidewalk replacement work through the end of FY 2014115. Section 6-04.01 of the project specifications states that: "Work orders will be issued for curb, gutter and sidewalk repairs as they are needed during the 2013/14 and 2014/15 fiscal years. The quantities shown on the bid proposal are approximate quantities. The City is anticipating approximately $300,000 available for sidewalk and miscellaneous concrete installation in the fiscal years 2013/14 and 2014/15 ($150,000 each year). Funding from other sources may increase the amount of work performed by the Contractor." NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute Change Order No. 6 to the 2013-2015 Sidewalk Repair Program and Miscellaneous Concrete Work contract with Popuch Concrete Contracting, lnc., of Lodi, California, in the amount of $218,514.
