CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Purchase of 20,000 feet of #2/015kV Primary Underground Conductor
($25,994.69)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the bid for
the purchase of 20,000 feet of size #2/0 15kV concentric neutral
primary underground cable to the low bidder, G E Supply Company,
North Highlands, CA, in the amount of $25,994.69.
BACKGROUND INFORMATION: On November 17, 1999, the City Council approved specifications and
authorized advertisement for bids for this conductor.
On December 2 the following bids were opened:

Staff recommends purchase from G E Supply under Option 2, the price which is variable depending on
aluminum and copper prices at the time the conductor is shipped. Metals prices have dropped slightly since
peaking in September, and G E Supply's basis costs for the metals (as set forth in the bid) are about 2%
above today's prices (which means if GE Supply were to ship the conductor today, the actual selling price
would be about $80.00 less than the bid price of $25,994.69). Further, metals prices will have to escalate
over 12% during GE Supply's delivery leadtime of 6 — 8 weeks for Lodi's cost under Option 2 to exceed the
lowest bid under Option 1 (Hendrix' firm price of $26,506.50).
A portion of this conductor will be used to provide new service in the Lodi West #8 and Richards Ranch
subdivisions. The balance will be placed into inventory to cover future requirements.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR THE PURCHASE OF
PRIMARY UNDERGROUND CONDUCTOR

WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council sealed bids were received and publicly opened on December 2,
1999 at 11:00 a.m. for the purchase of 20,000 Feet of #2/0 15kV Primary Underground
Cable, described in the specifications therefore approved by the City Council on
November 17, 1999; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown as follows:

WHEREAS, the City Manager recommends award of the bid for the purchase of
Primary Underground Cable under Option 2 be made to the low bidder, G E Supply
Company of North Highlands, CA.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the bid for the purchase of 20,000 Feet of #2/0 15kV Primary Underground Cable under
Option 2, be and the same is hereby awarded to the low bidder, G E Supply Company of
North Highlands, CA in the amount of $25,994.69.

I hereby certify that Resolution No. 99-197 was passed and adopted by the City
Council of the City of Lodi in a regular meeting held December 15, 1999, by the following
