RECOMMENDED ACTION Adopt resolution approving contract with Lodi Unified School
District to provide after-school staff support for the Bridge
program at thirteen locations during fiscal years 201412015
and 201512016 (St,091,507 .42).
BACKGROUND INFORMATION:Lodi Unified School District is the recipient of a state After
School Education and Safety (ASES) Program grant, which
provides funds for after-school enrichment for K-8 students
participating in Lodi Unified's Bridge Program.
The California Department of Education grant, funded by Proposition 49 (2002), requires a
recreational component for students at participating sites. Lodi Unified has contracted with the
City (sub-recipient) to provide these services for the past seven years, and has negotiated an
agreement for the Parks, Recreation and Cultural Services Department to do so again in fiscal
years 2014115 and 201512016. The 13 sites are Beckman, Borchardt, Heritage, Lawrence,
Needham, Nichols, Victor, Washington, Woodbridge and Live Oak elementary schools, Lodi and
Millswood Middle schools, and Houston School (K-8). The Districts' other schools in Lodi do not
qualify for grant funding.
A two-year contract provides program stability for LUSD as well as PRCS. The Department will
receive between $29,797.05 and $43,348.17 per school site in Fiscal Year 2014115, for a total of
$534,209.45, and slightly more in FY 2015116 ($557,297.97), due to the state minimum wage
increase scheduled January 1,2016. The amount is lower than in past years, and lower than
the $659,360 in the City's FY 2014115 budget due to LUSD's request that the City provide fewer
staff at each site.
The attached appropriation adjustment form amends PRCS's budgeted revenue in account
3471.6035 and expenses in Business Unit347213 for the fiscal year. The LUSD Board of
Trustees approved the attached contract on June 24,2014.
PRCS costs are covered under the terms of the contract.FISCAL IMPACT

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT BETWEEN LODI UNIFIED SCHOOL
DISTRICT AND THE CITY OF LODI TO PROVIDE THE
BRIDGE PROGRAM AT 13 LOCATIONS DURING
FISCAL YEARS 2014115 AND 2015116
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a contract in the amount of $1 ,091,5Q7 '42
between Lodi Unified School District (Grantee) and the City of Lodi (Sub-recipient) to
provide the Bridge program at l3locations during FiscalYears 2014115 and 2015116,
