Public Works Director
RECOMMENDED ACTION Accept improvements under contract for White Slough Water
Pollution Control Facility Pond Fencing Project 2013.
BACKGROUND INFORMATION The contract was awarded to Stockton Fence & Material Company, of
Stockton, in the amount of $49,107.50, on January 15, 2014. The
contract has been completed in substantial conformance with the plans
and specifications approved by City Council on November 2Q,2013.
The project included the removal of approximately 4,050 lineal feet of existing fence and installation of
approximately 4,800 lineal feet of new fence and three access gates. The layout of the fencing will allow
public access to the existing wildlife viewing area at the northeast corner of Pond No. 3.
The contract was completed on May 13,2014. The final cost of the project was $54,554.82. The
difference between the original contract amount and final contract was due to one change order to install
non-conductive fencing adjacent to the Northern California Power Agency facility ($6,+SO¡ and a reduction
in the unit quantities for pedestrian gates (-$7ll¡ and lineal feet of chain link fence installed (-$21 1 .68).
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to inform vendors and subcontractors
that the project is complete and to initiate the 30-day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
F¡SCAL IMPACT This project will reduce the risk of liability associated with unrestricted
access to the ponds.
