Astoria 2 Solar Project
BACKGROUND INFORMATION: Current renewable energy requirements established by Senate Bill
X1 2 require the Lodi Electric Utility (LEU) to meet 20o/o of its retail
load with renewable energy by the end of 2013;25o/o by 2016; and
33o/oby 2020. With its existing power resources and historic carryover, the LEU anticipates meeting its
Renewables Portfolio Standard (RPS) requirements through 2018. The LEU has identified a solar energy
project which will help meet LEU's RPS obligation through 2020.
The Astoria 2 Solar Project is a 75 MW photovoltaic plant being developed by Recurrent Energy, to be
located in the southeastern portion of Kern County. The project is a second phase of a larger project that
was developed for Pacific Gas & Electric and will interconnect with the California lndependent System
Operator's (CAISO) system at the Whirlwind Substation. Recurrent Energy has the third largest market
share of utility scale solar projects in California and the project has already received pre-certification by
the California Energy Commission (CEC) as an RPS eligible facility and is a party to a large generator
interconnection agreement allowing full capacity deliverability status with resource adequacy benefits.
The Astoria 2 Solar Project was a successful proposal received by the Southern California Public Power
Authority (SCPPA) as part of its annual Request for Proposals process for renewable energy projects.
When SCPPA's members failed to fully subscribe the project, the LEU was offered an opportunity to
participate. SCPPA participants include the Cities of Azusa, Banning, Colton and Vernon. ln addition to
the LEU, other non-SCPPA participants include the Power and Water Resources Pooling Authority
(PWRPA), and the Cities of Corona, Moreno Valley and Rancho Cucamonga. The share of facility output
for each of the participants is as follows:
