RECOMMENDED ACTION Approve specifications and authorize advertisement for bids for
procurement of biosolids dewatering polymer at White Slough Water
Pollution Control Facility.
BACKGROUN D IN FORMATION This project will procure polymer used in the biosolids dewatering
process at the White Slough Water Pollution Control Facility.
Adding polymer to wastewater creates a reaction that assists in separating solids from water. The current
supply of polymer is low and needs replenishing. lt is necessary to use a performance-based bid,
including full-scale product testing with the dewatering equipment, to verify the actual polymer dosage
and cost for each product. Each vendor manufactures polymer using a proprietary chemical formula, and
the polymer provided by our most-recent supplier has not been as effective as desired.
Because the performance-based bidding process for polymer is lengthy and complex, staff recommends
that the contract term should be for a minimum of three years, to provide stable operating costs. The
estimated annual cost is $140,000 per year. The planned bid opening is July 7,2014.
FISCAL IMPACT:The cost of polymer is included in the FY 2014115 Wastewater budget.
FUNDING AVAILABLE: Funding for this project will be identified at contract award
