AGENDA TITLE: Authorize City Manager to Execute Agreements for Central City Railroad Safety
Improvement Project
MEETING DATE: October 6, 1999

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a
professional services contract with Frederic R. Harris, Inc. for consulting
and engineering services on the Central City Railroad Safety
Improvement Project, and Measure K agreements with the San Joaquin
County Council of Governments, and appropriate $50,000 for this phase of the project.
BACKGROUND INFORMATION: This project will include the removal of the Central California Traction
Company (CCT) tracks within East Lodi Avenue, improvements to
street crossings at CCT and Union Pacific Railroad (UP) tracks east
of the UP mainline, reactivation of the Kentucky House branch tracks
along Lockeford Street, and various street improvements adjacent to the tracks. The City has secured
Measure K funding for the majority of the project and has been in negotiations with CCT and UP for many
months on the project specifics and cost sharing.
A major issue in proceeding on the project has been cost sharing between the City and the railroads. At
our last meeting with railroad representatives, we agreed that the railroad would proceed with more
detailed engineering and cost estimates and that the City would assist in this effort. Once we have the
railroad portion of the project defined and estimated, we would be in a better position to discuss cost
sharing. To assist the City in this effort, we wish to retain an engineering consultant familiar with railroad
operations and construction. Frederic R. Harris was recommended to us for this work and, having met
with them twice over the past few months, staff feels they can be of assistance in this effort. Their scope
of services is attached. The work will be on a time -and -materials basis up to $35,000. An appropriation
of $50,000 is requested to cover contingencies and other expenses.
Staff also intends to initiate a Measure K engineering agreement with the Council of Governments which
will cover part of these costs and requests authorization for the City Manager to execute this standard
agreement.

The City of Lodi is crisscrossed by several railroad lines currently owned by the Union Pacific
Railroad (UP) and the Central California Traction Company (CCT). In order to upgrade
railroad/traffic safety and enable the City to better maintain its capital investment in its city streets,
the City of Lodi wishes to abandon a section of CCT tracks which are located within the roadway
of Lodi Avenue between Cherokee Lane and Main Line UP. Lodi Avenue currently is used by
approximately 20,000 vehicles per day, and future development and associated streets are planned
to the south of Lodi Avenue east of Beckman Road.
Preliminary discussions between the City and the UP and CCT indicate that the railroads may
require some track improvements within the City of Lodi before agreeing to abandonment of the
portion of CCT within Lodi Avenue. The City would like to ensure that these track improvements
are designed with the safety of the public in mind, and to minimize adverse aesthetic impacts to the
community.
The City also wants this project to include the upgrading of several existing UP and CCT grade
crossings with City streets.
This scope of work is based on individual tasks as identified below:
Task 1
The goal of this task is to quantify the project scope and develop an estimate of preliminary
engineering costs. Specific items of work include:
Meet with UP and CCT personnel to determine their positions regarding
abandonment of Lodi Avenue tracks and enhancement of other facilities. Quantify
current service provided on CCT and UP lines. Identify customers currently served
by CCT.
Meet with customers currently served by CCT to determine future service
requirements
Meet with Surface Transportation Board representatives to determine their
requirements regarding elimination of CCT service.
Meet with Caltrans Rail staff to determine which improvements requested by the UP
or CCT and grade crossing improvements desired by the City have already been or
could be funded through State and Federal programs.
Negotiate, in conjunction with or on behalf of the City, with UP and CCT with regard
to the railroad improvements that will be accomplished.
Work in concert with City staff to prepare a scope of work for the preliminary
engineering activities required to quantify anticipated construction costs. Breakdown
of construction costs will be made by type of work (e.g., work to be done by
Railroads). Costs provided by UP for railroad -related work will be reviewed against
typical costs for this type of work.
Prepare a budget for remaining project work.
