HomeMy WebLinkAboutAgenda Report - October 6, 1999 E-11AGENDA TITLE: Approve Final Map and Improvement Agreement for Lodi West, Unit No. 6, Tract No. 2914 MEETING DATE: October 6, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the final map for Lodi West, Unit No. 6, Tract No. 2914, and direct the City Manager and City Clerk to execute the Improvement Agreement and map on behalf of the City. BACKGROUND INFORMATION: The subdivision is located south of Elm Street, west of Lower Sacramento Road and north of the existing Lodi West, Unit No. 5 development as shown on Exhibit A. The development consists of 53 single-family residential lots. The developer of the subdivision, Lodi Building Partners, L.P., has furnished the City with the improvement plans, necessary agreements, guarantees, insurance certificates, and fees for the proposed subdivision. In accordance with the payoff agreement approved by Council in December 1997 for the purchase of E -Basin, Development Impact Mitigation Fees for storm drainage for the remaining undeveloped portions of the Lodi West development, including this project, are considered prepaid. Credit for the fees is to be applied at the time of map tiling. In addition, this project is subject to the fence and landscape maintenance policy adopted by the City Council on September 15, 1999. The developer will be paying the one-time lump -sum maintenance fee of $49 per lineal foot for reverse frontage fence and landscaping prior to acceptance of the subdivision improvements. As part of this project, the developer is completing street improvements on the south side of Elm Street west of Lower Sacramento Road. This road was originally designed with excess width to accommodate turn and auxiliary lanes fronting a planned elementary school. Since plans for the school were dropped due to lack of funds, City staff worked with the developer to reduce the wide expanse of pavement in this area. We settled on a design that provides three short, landscaped medians and turn access. Staff wishes to commend the developer for this additional effort to enhance the community.
