HomeMy WebLinkAboutAgenda Report - October 6, 1999 E-05• 1COUNCIL FORa.Q COMMUNICATION AGENDA TITLE: Plans and Specifications and Advertisement for Bids for Lower Sacramento Road Woodbridge Irrigation District Box Culvert Improvements and Hold Harmless Agreement MEETING DATE: October 6, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and authorize advertising for bids; and authorize the City Manager to execute a Hold Harmless Agreement. BACKGROUND INFORMATION: In April 1999, City Council authorized the City Manager to execute the Professional Engineering Service Contract for design work of the Lower Sacramento Road Widening Project. Since the culvert extension project needs to be completed when the canal is empty, between December and March, the project was split into two separate construction projects. City workers have been at the job site verifying utilities for design purposes. Other utility companies have also begun relocating facilities. The Woodbridge Irrigation District (WID) has issued an encroachment permit for the City and its contractors to work within WID's right of way with the condition that a hold harmless agreement be executed. The project consists of extending the existing double 6 -foot by 6 -foot concrete culvert crossing under Lower Sacramento Road at the WID Canal, including removal of a portion of the existing walls; constructing the culvert extension, wingwalls, sidewalks, wrought iron fences and gates, pilasters, barriers; and other incidental and related work. Construction is expected to begin in December 1999. The traffic study for the roadway widening project is underway. The portion of the study that showed the number of travel lanes necessary to accommodate future traffic projections has been completed and showed that the roadway needs to be widened to four travel lanes and have a raised median with openings at several intersections. A public meeting, scheduled for October 12, 1999, will give citizens an opportunity to learn about the proposed widening between Turner Road and Kettleman Lane. Staff recommends the plans, specifications, authorization to advertise for bids, and Hold Harmless Agreement be approved. Staff will be requesting City Council approval of the final plans and specifications for the entire widening project in spring 2000. FUNDING: This project is primarily funded by Measure K funds. SJCOG has already approved the construction agreement. A request for appropriation of funds will be made at contract award.
