AGENDA TITLE: Contract Awards for Electric Utility Overhead and Underground
Distribution Hardware Supply Agreement for Fiscal Years 1999-2001

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding contracts for
various items of overhead and underground distribution hardware, under a
supply agreement covering Fiscal Years 1999-2001, to the low evaluated
bidder in each hardware category as detailed below.
BACKGROUND INFORMATION: On June 16, 1999, the City Council authorized staff to solicit bids for 26
standard high-volume or long -leadtime items routinely used in overhead
and underground construction and upgrade projects, for the purpose of
establishing a long4emt supply contract.
By establishing a supply contract with one or more suppliers the City can have a guaranteed source for these 26
components without maintaining a large inventory at the MSC warehouse. This means the City will have less
money committed to inventory, yet have the components available to schedule and carry out construction or
maintenance jobs.
Bids were opened on July 21, 1999, and were evaluated on the basis of price (75% of evaluation criteria) and
stocking and replenishment leadtimes (25%). Related items were grouped into one of six categories, and lowest
evaluated bidders were determined for each category. The low evaluated bidder and the estimated annual
contract amount, for each respective category, is listed as follows:
Category 1 (Wood Crossarms) General Pacific, Portland, OR $ 5,945.65
Category 2 (Overhead Hardware) Southwest Power, Concord, CA $12,327.32
Category 3 (Electrical Tape) Intraline, Budingame $ 2,713.15
Categories 4 & 5 (Underground Hdwre) Western States Electric, Portland, OR $11,676.86
Category 6 (Underground Rubber Prod) Western States Electric $17.413.48
Estimated annual total: $50,076.46

RESOLUTION NO. 99-119
A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING CONTRACTS FOR ELECTRIC UTILITY
OVERHEAD AND UNDERGROUND DISTRIBUTION
HARDWARE SUPPLY AGREEMENT FOR FISCAL
YEARS 1999-2001
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on July 21, 1999
at 11:00 a.m. for various items of overhead and underground distribution hardware under
a supply agreement covering Fiscal Years 1999-2001, described in the specifications
therefore approved by the City Council on June 16, 1999; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown as follows:
Category 1 Wood Crossarms General Pacific, Portland, OR $ 5,945.65
Category 2 Overhead Hardware Southwest Power, Concord, CA $12,327.32
Category 3 Electrical Tape Intraline, Burlingame $ 2,713.15
Categories 4 & 5 Underground Hardware Westem States Electric, Portland, OR $11,676.86
Category 6 Underground Rubber Products Westem States Electric, Portland, OR $17,413.48
WHEREAS, the City Manager recommends award of the contracts for various
items of overhead and underground distribution hardware under a supply agreement
covering fiscal years 1999-2001.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards
the contracts for various items of overhead and underground distribution hardware under
a supply agreement covering fiscal years 1999-2001 to the low evaluated bidder in each
hardware category as shown above.
