Bills in the amount of $3,515.74 as audited, were ordered
paid on motior of Trustee Lettler, seconded by 'frustee Hickok.
The Clark presented a verbal a-oplication from the adjutant
of the local camp of Veterans of the Spanish '.'Iar as'_,-ing for permit
to hold a carnival ---.nder their a -_-'spices and employing a travel-
ing road -show to conduct the same. No action taken owing to lack
of information as to the standing of the pro -posed show company.
"'ive permits totalling :X5,600 were granted.
Cm motion of Trustee Hickok, seconded by Trustee Spooner,
the presence of auto campers in the City Park :as ordered pro-
hibited and the police instructed to clear the park and fence
the entrance at once.
On motion of Trustee Spooner, delinquent water bills from
charity cases were ordered referred to the local board of charities
for investig ,ation and if this board found them hem to be worthy, the
City would re-imburse them for amounts expanded in liquidating
these accounts.
On z-.Otion of Trustee I:Zettler, the matter of the purchase
of hose testing apparatus %-.,as laid over for further investigation.
The Clerk read a letter from the City's consulting sanitary
engineer, Yr C.F.Smith, advising the utilization of the process
for dehydrating digested sludge as presented by Yr C. Lee Peck-,
Yr Peck being present, the Board conferred with him in couLmittee
of the whole later adopting the following resolution:-

RESOLVED: that, 71hereas, !.!-- C. Lee Peck has submitted
to the Board of Trustees of the City of Lodi. San Joaquin Co-
unty, California, the annexed "_AIT=ATIV:= I-IRIOPOSAIII, for inst-
alling certain parts of the "Peck Process" (to -wit, floater,
heater W, and for doing certain work in connection -here-
with at the savage disposal plant of said City;
The said "ALTERNATIVE PROPOSAL" this day submitted by
said 0. Lee Peck as aforesaid, is hereby accepted, and the
Superintendent of Public Utilities of said City is hereby auth-
orized to purchase and install under the supervision of said
C. Lee Peckthe eqlLipment and improvements mentioned in said
proposal; and that the doing of said work and installation of
said immrovements being urgent matters of public health, the
said work and improvement shall be done at once.

The 37loater and Heater areessentiel parts of the
?HCL PROCESS.
It is therefore proposed that the floater and heater
be erected and operated to demonstrate that the process will
dewater the sludge without odor and in an otherwise satis-
factory manner.
The undersi:tined will give his time and expense to
supervising the erection and initial operation of these
units.
The trustees have the option to reject the process
for any reason they may see fit within fifteen days of notice t
to them in writing that the plant is ready for their ins-
pection. If this option to reject is not exercised, then
there s.all be due the sum of $300.00 payable to the under-
sigoned.
Upon receipt of said sum he agrees to license the
City of Lodi to use the said process and supply plans for
construction of to complete de,:ratering plant as well as
detailed instructions for its operation.
