AGENDA TITLE: Amend Traffic Resolution to Adopt Four -Way Stop Control at Pine Street and Guild Avenue
and Establish Guild Avenue as a Through Street
MEETING DATE: September 1, 1999

RECOMMENDED ACTION: That the City Council adopt the attached resolution amending the Traffic Resolution
97-148 by approving the installation of a four-way stop control at Pine Street and
Guild Avenue and designating Guild Avenue as a through street.
BACKGROUND INFORMATION: At the July 7, 1999 City Council meeting, City Council awarded the contract for
the project for Guild Avenue Street Construction and Street Overlay,
Industrial Way to Pine Street, to Teichert Construction Company of Stockton.
This project includes constructing the new Guild Avenue from Industrial Way to
Lodi Avenue. The construction for this project has started and is anticipated to be completed by November 1999.
Once this project is constructed, Guild Avenue will extend approximately one and a half miles and traffic at Pine Street
will increase substantially. Traffic volumes on Guild Avenue will continue to increase with development in the industrial
area east of Beckman Road. Staff recommends installing four-way stop controls at Pine Street and Guild Avenue
given the new roadway construction and increased traffic volumes. Since 1997, staff has received three requests for
four-way stop signs. In June 1998, staff installed larger stop signs and stop -ahead signs on Guild Avenue. Since
then, there have been four right-angle collisions. The four-way stop control will reduce this type of collision.
Staff also recommends designating Guild Avenue as a through street which will allow staff to install stop signs on
the cross streets intersecting Guild Avenue except at higher volume streets, such as Victor Road and Pine Street.
The following changes to the Traffic Resolution 97-148 are recommended:
Section 2B — Through Streets Section 2C — Stop Intersections
Guild Avenue 1. Multi -Way Stop Intersections
Pine Street and Guild Avenue
2. Two -Way and One -Way Stop Intersections
Guild Avenue stops at Victor Road

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE INSTALLATION OF A FOUR-WAY STOP CONTROL AT
THE INTERSECTION OF PINE STREET AND GUILD AVENUE,
AND DESIGNATING GUILD AVENUE AS A THROUGH STREET,
THEREBY AMENDING TRAFFIC RESOLUTION NO. 97-148
WHEREAS, on July 7, 1999 the City Council awarded the contract for Guild

WHEREAS, this project includes constructing the new Guild Avenue from

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
does hereby approve the installation of four-way stop controls at Pine Street and Guild
Avenue, and hereby designates Guild Avenue as a through street; and
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 97-148,
Section 2B "Through Streets" and Section 2C "Stop Intersections" is hereby amended as
follows:
