HomeMy WebLinkAboutAgenda Report - September 1, 1999 E-10CITY OF LODI COUNCII, COMMUPIICATION AGENDA TITLE: Amend Traffic Resolution to Adopt Parking Time Limits on 400 Block of West Pine Street MEETING DATE: September 1, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Traffic Resolution No. 97-148 to add two-hour time limited parking on the south side of Pine Street between Lee Street and Hutchins Street, from 9 a.m. to 6 p.m., except Sundays and holidays. BACKGROUND INFORMATION: The City has received a written request to install a two-hour parking time limit on the south side of the 400 block of Pine Street (see attached letter). Parking on this block is currently unrestricted and immediately east, the Downtown time limits apply. (This block is not within the Downtown Assessment District, thus Council approval is needed to change parking time limits. Within the District, such changes can be handled administratively.) Parking on this block is heavily used by both employees and business patrons. However, employees are using the street parking all day, which limits availability for patrons. Some of the businesses, particularly those located on the north side of the street, have little on-site parking. The Finance Department, which handles Downtown parking enforcement, has indicated they can accommodate the additional zone by extending the route of the Parking Enforcement Assistant. Pine Street. We are experiencing a great deal of day -long parking in front of our building which interferes with customers and clients who wish to use our building during working hours. We request that the City consider making the South side of the 400 block of West Pine Street a 2 hour parking area during workday work hours (8:00 a.m. to 6:00 p.m.?). We have talked with the owners of the buildings on either side of us and they are in favor of this request. We are partners that own two neighboring commercially zoned properties directly across the street from the area affected by the proposed change (405 and 409 West Pine Street). We have owned one building for almost 20 years and the other approx. five years. A 2 hour time limit on the south side of Pine street will only extend the parking problem fiuther west and make parking worse on the north side, as business owners and employees from both sides of the street will look to park on the north side. Additionally area employees and home owners will be forced to park in front of the residences fittther West on the North side of Pine Street, extending parking problems past Hutchins street into exclusively residential areas. I have been parking on Pine street for at least the last ten years, and when there is a parking problem between Lee and Hutchins it can usually be traced back to large events being held at the Womans Club, which already has the two hour time limit restriction in front of their building. This occasional inconvenience does not warrant new parking restrictions on businesses and customers trying to help revitalize downtown Lodi. Additionally, there are already numerous parking spots (approx. 50 spots) for the businesses on the south side of Pine, behind their buildings, which combined with the regular Pine and Lee street parking appears to be adequate. Box 3006 Lodi, CA 95241-1910 RE: Proposed Traffic Resolution to Adopt Parking Time Limits on 400 Block of West Pine Street To Whom It May Concern: I am writing in response to the notification I recently received regarding the above -captioned matter. I share office space at 429 West Pine Street with Express Process Service and California Process Servers' Directory, in which I am a partner. I am opposed to the resolution as it is stated. If time-limited parking is adopted on the south side of the street, the employees who are now parking on the south side will then begin parking on the north side, thus adding to an already growing probleM. I am already finding that clients are having a hard time finding parking in front of my office because they are being utilized by patrons who park on the north side of the street when they are visiting the businesses on the south side! Therefore, if any action is taken, it should be that both sides of the street in the 400 block of Pine Street should be designated two-hour parking. If this is adopted, the City would need to authorize parking permits to be issued to the owners of the small businesses in this section, such as ours, who do not have access to any other parking, so that we could still have parking in front of our offices. In the alternative, the spaces in front of our offices should be marked "Parking for (name of business) only". After all, we do not have parking areas in the back of our office with which to accommodate clients and/or employees. Just where else are we/they supposed to park if the employees who are currently using the south side of the street begin taking up all of the spaces on the north side of the street? And make no mistake, this is exactly what will happen, and it will exacerbate an already existing and growing problem for us on the north side of Pine Street. Please give serious consideration to this matter before this resolution is adopted. ALL the businesses on Pine Street deserve consideration in this problem and until a solution that is accommodating to all is found, the Council should not take a step that will alleviate a problem for some businesses while it adds problems for others on the same block. Pine. This property is occupied by my law office at 433 W. Pine and an legal support service office located at 429 W. Pine. I am also experiencing day -long parking in front of my office building which interferes and inconveniences my clients. Since many of my clients are elderly, their inability to park in front of my office greatly inconveniences them. At times the have had to park at the extreme east end of the 400 block and walk, with walkers, to my office. I am concerned the if you limit parking to 2 hours to just the South side of the 400 block all of the day -long parkers will then begin to day -long park on the North side of the 400 block, further interfering with my clients, parking. I request that the City consider making the North side of the 400 block a 2 hour parking area between the hours of 8:00 a.m and 6:00 p.m, also. Since the residential property just to the East of my property as parking and access to the driveway, I do not believe this restriction will interfere with the use of their property.
