AGENDA TITLE: Professional Services Contract for Water Distribution System Study
MEETING DATE: September 1, 1999

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional services
contract with Boyle Engineering to evaluate the water distribution system, and
appropriate the necessary funds ($60,000).
BACKGROUND INFORMATION: The City has had to chlorinate the water system on four different occasions during
the last two-year period due to unacceptable coliform bacteria levels. In part, this is
due to drinking water standards that were made much more stringent in 1992,
resulting in some of our recent violations. We may also have increased
bacteriological activity in the distribution system and/or possible cross connections. City staff does not have the time,
and only limited experience, to thoroughly investigate the causes, evaluate options, and recommend remediation steps.
Since full-time chlorination is one of the likely outcomes of continuing violations, we want to thoroughly evaluate the
problem and possible solutions. Mr. Gunter "Fritz" Redlin, formerly of the California Department of Health Services
(DHS) Drinking Water Branch (20 years), is now with Boyle Engineering. He has conducted many system
evaluations of this type in both positions.
The following are tasks that would be performed as part of the contract. Tasks 14 and 15 are still under
consideration by staff and would be added to the project pending intermediate results of the study.

Task 2 Evaluation of Lodi's 25 Well Sites
Task 3 Evaluation of GAC Treatment Plants
Task 4 Evaluation of Existing Chlorination Treatment Equipment at Well Sites
Task 5 Evaluation of Water Storage Sites
Task 6 Review of Historical Bacteriological Test Results from Distribution System
Task 7 Distribution System Evaluation
Task 8 New and Repaired Water Main Considerations
Task 9 Biofilm Confirmation
Task 10 Adequacy of Operational Staff
Task 11 Preparation of Draft Engineering Report
Task 12 Draft Report Review and Other Client Meetings
Task 13 Preparation of Final Engineering Report
Task 14 *Optional Work Task — Groundwater Two -Year Travel Time Calculations
Task 15 *Optional Work Task — Procedures Manual for Work on City Water Mains by City Staff and Contractors
