BACKGROUND INFORMATION: The City has had to chlorinate the water system on four different occasions during the last two-year period due to unacceptable coliform bacteria levels. In part, this is due to drinking water standards that were made much more stringent in 1992, resulting in some of our recent violations. We may also have increased bacteriological activity in the distribution system and/or possible cross connections. City staff does not have the time, and only limited experience, to thoroughly investigate the causes, evaluate options, and recommend remediation steps. Since full-time chlorination is one of the likely outcomes of continuing violations, we want to thoroughly evaluate the problem and possible solutions. Mr. Gunter "Fritz" Redlin, formerly of the California Department of Health Services (DHS) Drinking Water Branch (20 years), is now with Boyle Engineering. He has conducted many system evaluations of this type in both positions. The following are tasks that would be performed as part of the contract. Tasks 14 and 15 are still under consideration by staff and would be added to the project pending intermediate results of the study.
