A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT WITH
VIGILANT SOLUTIONS FOR LEARN SOFTWARE; AUTHORIZING PURCHASE
AND INSTALLATION OF AUTOMATED LICENSE PLATE READER
EQUIPMENT; AND FURTHER AUTHORIZING FUTURE PURCHASES
WHEREAS, pursuant to State Senate Bill 34, the Lodi Police Department conducted a
Public Hearing on April 20, 2016, as required, regarding the future operation of an Automated
License Plate Reader (ALPR) system; and
WHEREAS, at their April 20, 2016 meeting, the City Council also adopted the Lodi
Police Department ALPR policy, which provides guidance for the capture, storage and use of
digital data obtained through the use of ALPR technology and ensures that the collection, use,
maintenance, sharing and dissemination of ALPR information is consistent with respect for
individuals' privacy and civil liberties; and
WHEREAS, an ALPR is a computer-based system that utilizes special cameras to
capture license plate information and collect the images in a nationwide database. Through the
use of the ALPR camera system, the department will upload images to LEARN, a commercial
database only accessible to law enforcement agencies; and
WHEREAS, ALPR camera systems are used by law enforcement nationwide and its
primary purpose is two -fold: 1) as an investigative tool, and 2) as a real-time alert system that
compares license plates as they are read to the state/federal law enforcement database of
stolen vehicles, vehicles involved in AMBER alerts, and vehicles connected to reports of
missing persons; and
WHEREAS, the ALPR is restricted to legitimate law enforcement uses to further the goal
of enhancing public safety by providing information to national law enforcement agencies.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute an Agreement with Vigilant Solutions for LEARN
software, and further authorizes the purchase of ALPR equipment and installation by
Lehr Automotive in an amount not to exceed $22,490; and
BE IT FURTHER RESOLVED that the City Council hereby authorizes future ALPR
equipment purchases if funds become available through Public Works Transit grants and
community donations.
