HomeMy WebLinkAboutAgenda Report - October 5, 1999 B-01 SMAL% CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Lodi Lake Park Improvements MEETING DATE: October 5, 1999 PREPARED BY: Parks and Recreation Director RECOMMENDED ACTION: None BACKGROUND INFORMATION: On Monday, September 13, 1999, the Parks and Recreation Department began the preparation work for beach and trail improvements at Lodi Lake Park which included the removal of twenty trees. Public telephone calls voicing concerns that trees were being removed prompted the City Manager to halt removal by the late morning of September 13'x. At the September 15, 1999 City Council meeting, Parks Superintendent Dwight Dauber made a presentation to Council on the aforementioned project. After hearing public concerns being voiced, Council directed staff to return to the drawing board and look at rerouting the path to preserve as many trees as possible. Staff will make a presentation of the revised trail74 p oject on a at Lodi Lake Park. REQUIREMENT OF NO GREATER SLOPE THAN 5%) • LANDSCAPED SLOPES OF NO GREATER THAN 25% FOR GROUNDCOVER AND 15% FOR TURF (EROSION CONTROL AND MAINTENANCE MINIMUMS) • ELIMINATION OF UNSAFE WALL AND SIDEWALK ALONG TURNER ROAD • ELIMINATION OF BICYCLES COMING DOWN STEEP SLOPES INTO ONCOMING TRAFFIC ON TURNER ROAD LODI LAKE BEACH AND TRAIL POSITIVE OUTCOMES 1. CREATION OF AN AESTHETIC STREETSCAPE ALONG TURNER ROAD. 7. ADDITION OF A RECREATION TRAIL SYSTEM FOR SCHOOL KIDS, BICYCLERS,WALKERS,JOGGERS AND CROSS-COUNTRY RUNNERS. S. ENHANCEMENTS TO BEACH AREA TO INCLUDE: EXPANSION OF BEACH AREA FOR MORE ACTIVITIES, A COVERED SHELTER TO STAGE EVENTS AND A BETTER LIGHTING AND PA SYSTEM. 9. PLANTING OF SO ADDITIONAL TREES. DOES NOT CREATE A SAFE BICYCLING OR WALKING TRAIL FOR SCHOOL CHILDREN. OPTION #2 PROS: DOES PLACE PEDESTRIANS AT LEAST 6 FEET AWAY FROM TRAFFIC. CREATES PLEASING LANDSCAPED AREA ALONG TURNER ROAD. CONS: PLACES BICYCLES OUT IN TURNER ROAD. WILL EFFECT THE REMOVAL OF 3 TREES ON EAST END AND 3 TREES ON THE WEST END. WILL ALSO NEED TO REGRADE SLOPES. DOES NOT RESOLVE THE SAFETY OF BIKES PRESENTLY EXITING ON TURNER ROAD. DOES NOT TIE INTO TRAIL ON WEST SIDE FOR A CONTINUOUS TRAIL SYSTEM.
