A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE NEW
CLASSIFICATION, JOB DESCRIPTION, AND SALARY RANGE FOR THE
POSITION OF UTILITIES MANAGER, ELIMINATION OF THE DEPUTY PUBLIC
WORKS DIRECTOR WATER/ WASTEWATER POSITION AND APPROVING
AMENDMENTS TO THE JOB DESCRIPTIONS AND SALARY ADJUSTMENTS
FOR THE POSITIONS OF WATER PLANT SUPERINTENDENT, WASTEWATER
PLANT SUPERINTENDENT, AND UTILITIES SUPERINTENDENT
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the classification and job specification for the position of Utilities Manager, as attached hereto
marked Exhibit A; and
BE IT FURTHER RESOLVED that the salary range for Utilities Manager is hereby
approved and shall be as follows:

includes, purpose, responsibilities, and scope of work. Job descriptions are not intended

DEFINITION
Plans, organizes, assigns, supervises, and reviews the work of
Water/Wastewater/Streets/Fleet Divisions in the Public Works Department. Manages
and participates in a wide range of capital maintenance and improvement projects
involving public infrastructure for water, wastewater, storm drainage, streets and fleet.
DISTINGUISHING CHARACTERISTICS
This is an advanced level management position in the Public Works Department. This
position includes development of policies, implementation of department programs,
budget preparation, representation of the department to outside agencies, and general
administration of the Water/Wastewater/Streets/Fleet divisions.
SUPERVISION EXERCISED AND RECEIVED
Receives general direction from the Public Works Director. Responsibilities include
direct and indirect supervision of subordinate superintendents, administrative,
professional, technical, and clerical personnel.
EXAMPLE OF DUTIES
Duties may include, but are not limited to the following:
Confers with the director on setting of priorities; plans, assigns, supervises, and reviews
daily work of supervisorial staff; assists with department/division program development
and management;
Oversees budget development and administration; assumes responsibility for and
assists with a variety of personnel actions such as performance evaluation, training,
selection, dismissals, transfers, and disciplinary actions; prepares payroll reports and
assists with other reports relating to water, wastewater, storm drainage, street, fleet
functions;
Prepares and writes general correspondence and Council Communications related to
the Divisions' activities and prepares special reports and studies requested by the
director; makes presentations to City Council, official bodies and community groups
regarding public works projects or topics.
Oversees preparation of plans and specifications, engineering studies, cost estimates
and material procurement for capital maintenance and improvement projects;

Keeps informed of current trends and technology in areas of responsibility and applies
to assigned functional area of responsibility;
Plan, organize and direct Fleet Services Division activities including the maintenance,

MINIMUM QUALIFICATIONS
Knowledge of:
Methods, materials, and equipment used in water and wastewater system construction
and maintenance; storm drainage; street maintenance; and operation and maintenance
of the City's water and wastewater collection systems;
Theories, principles, techniques and equipment used in vehicle and equipment
maintenance and repair;
Federal, state, and local regulations governing utilities construction, operations,
maintenance, management and reporting requirements;
Management techniques involved in budgeting, labor relations, public relations, contract
negotiations, contract administration, and general project management;
Principles of management;
Safety principles, practices, and procedures.
Ability to:
Manage the work of others; plan, schedule, supervise, and review the work of
superintendents, supervisors, fleet personnel, maintenance personnel and

EXPERIENCE/EDUCATION
Any combination of education and experience that demonstrates competency in
requisite knowledge, skills and abilities would be qualifying. A typical qualifying
background would include:
Experience:
Five years of progressively responsible management experience with a variety of public
works projects including municipal utilities, maintenance and operations, two years of
which were in an administrative or management capacity.
Education:
Graduation from an accredited college or university with a bachelor's degree with
course work in business administration, natural or social sciences, or a related field, or
the equivalent number of years' experience and or training and course work in public
works operations.

Possession of a valid Class C Driver's License issued from the California Department of
Motor Vehicles.
Possession of a Certificate of Registration as a Civil Engineer issued by the California
Board of Registration for Professional Engineers is desirable.

compliance with applicable governmental regulations.

Under general direction, plans, supervises, and participates in operational and
maintenance duties of the City's Water Treatment Facility; monitors the treatment
processes and establishes treatment process operating parameters to optimize
efficiency;
Plans, organizes, directs, and reviews the maintenance, operation, modification, and
improvement of the City's surface water treatment facility; analyzes and interprets
federal and state regulations pertaining to municipal water treatment production;
Analyzes treatment facility processes to insure acceptable standards and directs
recommendation for revision or improvement; oversees necessary adjustments in
facility operations based on analytical findings; coordinates (and may perform treatment
plant operations and regulatory performance with assigned staff regarding process
compliance and the City's monitoring and reporting requirement required by the State
and other applicable agencies);
Selects, manages and evaluates staff; provides for training and development; provides
technical assistance to staff; resolves a variety of routine administrative and personnel
matters; prepares other personnel related documents as needed, recommends and
implements disciplinary actions;
Directs the operation of sewer lift stations and storm water pump stations through the
use of Supervisory Control and Data Acquisition (SCADA) software and remote
monitoring systems;
Implements regulatory monitoring and reporting to meet mandated federal and state
requirements for all City raw, treated, distribution and well waters;
Reviews testing data with the facility laboratory staff for the purpose of making facility
operational changes and adjustments; performs parameter testing laboratory work,
clarification filtration and solids dewatering. Monitor flow rates and chemical treatment
methods; direct treated water storage to meet peak demand most efficiently;
Assists in planning future facility process control improvements; capital improvement
projects; purchasing equipment and preparing budgets; purchases and maintains
adequate inventories for chemicals and other expendable materials; maintains, adjusts
and makes minor repairs to a variety of treatment facility equipment; maintains records
such as facility logs, meter readings;
Communicates all facts essential to the safe and efficient operation of the plant and
reports all operating problems or emergencies immediately to the higher level
personnel;
For regulatory compliance purposes, acts as Chief Plant Operator and other
designations as necessary;
Administers Preventative Maintenance Program;
Assists in monitoring and conducting employee safety activities including tailgate
meetings and technical training programs;
May conduct facility tours for school age children, community groups and government
officials;
Communicate clearly and concisely both orally and in writing, including effective public
presentations to the City Council and other organizations;
May include working off -hour shifts, holidays, and weekends in a continuous operations
(24/7) environment;
Performs other duties related to the operation of the department and the City including

MINIMUM QUALIFICATIONS,
Knowledge of:
Federal, State and local regulations relating to water treatment; laboratory principles
and practices related to water treatment;
Safety principles, practices and procedures; safe handling practices of chemicals and
materials commonly found in a water treatment facility;
Benchmarking and trending analysis of treatment process performance;
Treatment facility equipment such as pumps, electrical panels, sampling and monitoring
devices;
Principles and practices of supervision and training; leadership, motivation,
teambuilding and conflict resolution;
Basic municipal budget preparation, monitoring and expenditure control.
Ability To:
Plan, supervise, and participate in operational and maintenance duties of the City's
Water Treatment Facility; monitor the treatment processes and establish treatment

environment practices, chemistry, biology, or a closely related field from an accredited
college or university. Bachelor's degree highly desirable.

Under general direction, this position plans, directs and reviews the operation of the
City's Class IV wastewater treatment plant, which includes the directing of operations
related to the chemical, physical and bacteriological laboratory analysis in support of
water supply and wastewater to assure compliance with quality control and certification
standards.
Leads and supervises investigations and the enforcement activities related to illegal
discharges; maintains records of investigations and actions taken; sharing technical
and/or specialized information with staff; responds to and coordinates call -outs;
providing internal and inter -agency coordination; facilitates, participates, and testifies in
enforcement hearings and legal proceedings, participates and coordinates with
department's hazardous waste response team, fire department, and county
environmental management.
Plans, organizes, directs, and reviews the maintenance, operation, modification, and
improvement of the City's wastewater treatment facility and analyzes and interprets
federal and state regulations pertaining to wastewater treatment operations and
discharge.
Analyzes treatment facility processes to insure acceptable standards and directs
recommendation for revision or improvement; oversees necessary adjustments in
facility operations based on analytical findings; coordinates (and may perform treatment
plant operations and regulatory performance with assigned staff regarding process
compliance and the City's monitoring and reporting requirements required by the State
and other applicable agencies).
Reviews and evaluates complex permit applications, discharge reports, facility
modifications, and pretreatment systems; issues permits; establishes models and
procedures when appropriate; researches compliance history of facility.
Evaluates compliance monitoring reports, spill prevention control and countermeasure
plans, stomlwater pollution prevention plans, erosion and sediment control plans, self-
monitoring reports, and sampling reports for compliance; prepares a variety of periodic
and special reports.
Performs higher-level technical work related to the chemical, physical and
bacteriological laboratory analysis of process samples in water and wastewater;
evaluates and interprets effluent quality; utilizes a variety of field equipment probes,
meters, such as pH, conductivity, spectrophotometer, turbidimeter, dissolved oxygen
probes and other.
Prepares and writes general correspondence, special reports and studies, and Council
Communications; makes presentations to City Council, official bodies and community
groups regarding public works projects or topics.
Assumes responsibility for budget development, supply ordering, and administration for
plant operation and maintenance; responsible for a variety of personnel actions
including performance evaluations, training and discipline; recommends the selection
and termination of personnel; provides for training and development of employees.
Plans and manages the plant's annual operations and Capital Improvement Program
(CIP) budget, including planning, coordinating and directing staff to accomplish projects.
Prepares or assists with technical reports, studies, cost analyses, and evaluation of
wastewater treatment operations; researches and prepares mandated and requested
reports related to quality control and results of laboratory tests according to compliance
and certification requirements, including discharge monitoring, quality control and
assurance reports, laboratory analysis worksheets, equipment maintenance and
calibration records, inventory and others; submits reports to appropriate agency or
personnel as required.
Assumes responsibility to oversee and maintain lease agreements concerning
properties affected by the treatment facility; directs maintenance schedules for
equipment and grounds;
For regulatory compliance purposes, acts as Chief Plant Operator and other
designations as necessary.

MINIMUM QUALIFICATIONS:
Knowledge of:
Advanced principles, practices and methods of wastewater treatment systems and
treatment facility operations, including recycled water and biosoiids land application
practices, hazardous chemical handling and disposal requirements; proper laboratory
health and safety practices;
Physical, chemical, microbiological, and bacteriological tests applied to water and
wastewater; advanced principles of chemistry, microbiology, mathematics, and the
metric system;
Federal, state and local regulations, ordinances, permit requirements, and standards
governing the pretreatment, collection, treatment, and disposal of wastewater; industrial,
municipal, and construction stormwater discharges to surface waters;
Laboratory procedures and analysis including industrial and domestic system
monitoring and materials, methods and equipment used in such procedures;
Principles and practices of supervision and training; basic municipal budget preparation,
monitoring and expenditure control; leadership, motivation, teambuilding and conflict
resolution.
Ability to:

materials.

Under general direction, plans, directs, and reviews the maintenance, operation,
modification, and improvement of the City's water wells, distribution system,
water conservation, wastewater collection facilities, stormwater collection,
landscape, tree and street maintenance. Responsible for the operation and
maintenance of water, wastewater, stormwater, and streets infrastructure.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from higher level personnel and exercises
general direction over lower level personnel, including front line supervisors.
EXAMPLE OF DUTIES
Duties may include, but are not limited to, the following:
Under general direction, plans, directs, and reviews the maintenance, operation,
modification, and improvement of the City's water wells, distribution system,
water conservation, wastewater collection facilities, stormwater collection and
pumping systems, and landscape and street maintenance. Responsible for the
operation and maintenance of water, wastewater, and stormwater collection and
pumping systems infrastructure; makes recommendations for improvement and
construction of utility infrastructure.
Responsible for properly conveying wastewater to the wastewater treatment
facility and collecting and conveying stormwater to the stormwater pumping
facilities. May meet with representatives from Regional and State Water.
Resources Control Board, California State Health Department, and other
agencies regulating water and wastewater facilities.
Benchmark and trend performance metrics that reflect the Division's productivity;
studies, plans, organizes, and supervises the activities of the water wells and
distribution system, water conservation, wastewater collection facilities and
stormwater system; Coordinate and oversee the mapping and interpretation of
data related to utility infrastructure facility maintenance; prepares and analyzes
Division activities and reports, including the Division's Annual Report.
Develops and administers landscape contracts for street medians, well sites,
pumping stations, and parking lots.

Develops and administers street preventative maintenance contracts, including
seals, striping and related work.
Coordinates work of contractors and City staff regarding tree maintenance and
removal, and street, alley, sidewalk, and parking lot maintenance. Inspects work
of contractors for conformance with plans and specifications.
Assists in the preparation and administration of the Division's budget; provides
day-to-day direction, training and evaluation of assigned staff, prepares a variety
of personnel actions including performance evaluations and disciplinary actions.
Coordinates staff comments for development projects. Assists in planning capital
improvement projects.
Prepares and writes general correspondence and Council Communications
related to the Division's activities; prepares special reports and studies requested
by higher level personnel; investigates and prepares required memos and reports
of claims against the City related to the Division activities.
Handles the more difficult public citizen complaints and public relations matters.
Prepares billings and estimates for repair and construction work performed by
City forces.

MINIMUM QUALIFICATIONS_
Knowled-ge of:
Water treatment and wastewater conveyance systems and facility operations
commensurate with that required for state certification; principles, objectives, and
tests used in a biochemical state certified laboratory; design and engineering of
water and wastewater systems; related public works operations as they relate to
water and wastewater systems, construction and maintenance work.
Materials, methods, tools, and equipment used in the construction, operation,
and maintenance of water and wastewater systems.

maintenance of street systems, drainage facilities, traffic control devices,
herbicides, insecticides, tree and landscape maintenance.
Safety principles, practices, and procedures.
Principles and practices of management and supervision; basic municipal

Ability to:
Under general direction, plan, direct, and review the maintenance, operation,
modification, and improvement of the City's water wells and distribution system,
water conservation, wastewater collection facilities, landscape and street
maintenance, and storm and drainage facilities.
Plan, organize, assign, and supervise the work of construction, maintenance,
service, and operational personnel, and direct construction and maintenance of
streets, alleys, storm drain systems, and traffic control devices.
Analyze Division's operations and recommend improvements; read and interpret
plans, specifications, and diagrams used in the design and construction of water
and wastewater systems; analyze and interpret federal and state regulations;
estimate job costs and keep neat and accurate records.
Work with other managers and division staff to plan and coordinate personnel
and equipment assignments on joint projects with other crews.
Organize and conduct Division training programs.
Establish effective and positive working relationships with employees,
contractors, the general public and officials of other governmental agencies.
EXPERIENCE AND EDUCATION
Any combination of experience and education that would likely produce the
qualifying knowledge and ability; A typical combination is:
Experience:
Five years of increasingly responsible experience in utilities including
construction, maintenance and operation of water or wastewater systems, and
streets and drainage, two years of which were in an administrative or supervisory
capacity.
Education:
Equivalent to the completion of an Associate's degree with college course work
in biology, chemistry, environmental practices, or a closely related field from an
accredited college or university. Bachelor's degree highly desirable.

LICENSES AND CERTIFICATES
Possession of a valid Grade III Water Treatment Operator's Certificate, or ability
to obtain within twelve (12) months of appointment.
Possession of a valid Grade IV Water Distribution Operator Certificate at time of
appointment, or ability to obtain within twelve (12) months of appointment.
Possession of a valid Grade III Sewer Collection Maintenance Certificate, or
ability to obtain within twelve (12) months of appointment.
Possession of a valid Class C Driver's License issued from the California
Department of Motor Vehicles.

Functions may require maintaining physical condition necessary to see well

bodily mobility to occasionally walk, bend, kneel, reach, stand, crouch or climb;
operate assigned equipment and vehicles and perform manual labor for
occasional periods; to operate office equipment requiring repetitive hand
