DEFINITION Plans, organizes, assigns, supervises, and reviews the work of Water/Wastewater/Streets/Fleet Divisions in the Public Works Department. Manages and participates in a wide range of capital maintenance and improvement projects involving public infrastructure for water, wastewater, storm drainage, streets and fleet. DISTINGUISHING CHARACTERISTICS This is an advanced level management position in the Public Works Department. This position includes development of policies, implementation of department programs, budget preparation, representation of the department to outside agencies, and general administration of the Water/Wastewater/Streets/Fleet divisions. SUPERVISION EXERCISED AND RECEIVED Receives general direction from the Public Works Director. Responsibilities include direct and indirect supervision of subordinate superintendents, administrative, professional, technical, and clerical personnel. Education: Graduation from an accredited college or university with a bachelor's degree with course work in business administration, natural or social sciences, or a related field, or the equivalent number of years' experience and or training and course work in public works operations. EXAMPLES OF DUTIES Duties may include, but are not limited to, the following: Under general direction, this position plans, directs and reviews the operation of the City's Class IV wastewater treatment plant, which includes the directing of operations related to the chemical, physical and bacteriological laboratory analysis in support of water supply and wastewater to assure compliance with quality control and certification standards. Leads and supervises investigations and the enforcement activities related to illegal discharges; maintains records of investigations and actions taken; sharing technical and/or specialized information with staff; responds to and coordinates call -outs; providing internal and inter -agency coordination; facilitates, participates, and testifies in enforcement hearings and legal proceedings, participates and coordinates with department's hazardous waste response team, fire department, and county environmental management. Plans, organizes, directs, and reviews the maintenance, operation, modification, and improvement of the City's wastewater treatment facility and analyzes and interprets federal and state regulations pertaining to wastewater treatment operations and discharge. Reviews and evaluates complex permit applications, discharge reports, facility modifications, and pretreatment systems; issues permits; establishes models and procedures when appropriate; researches compliance history of facility. Evaluates compliance monitoring reports, spill prevention control and countermeasure plans, stomlwater pollution prevention plans, erosion and sediment control plans, self- monitoring reports, and sampling reports for compliance; prepares a variety of periodic and special reports. Plan, organize, assign, and supervise the work of construction, maintenance, service, and operational personnel, and direct construction and maintenance of streets, alleys, storm drain systems, and traffic control devices. Analyze Division's operations and recommend improvements; read and interpret plans, specifications, and diagrams used in the design and construction of water and wastewater systems; analyze and interpret federal and state regulations; estimate job costs and keep neat and accurate records. Work with other managers and division staff to plan and coordinate personnel and equipment assignments on joint projects with other crews. Organize and conduct Division training programs. Establish effective and positive working relationships with employees, contractors, the general public and officials of other governmental agencies. EXPERIENCE AND EDUCATION Any combination of experience and education that would likely produce the qualifying knowledge and ability; A typical combination is: Experience: Five years of increasingly responsible experience in utilities including construction, maintenance and operation of water or wastewater systems, and streets and drainage, two years of which were in an administrative or supervisory capacity. Education: Equivalent to the completion of an Associate's degree with college course work in biology, chemistry, environmental practices, or a closely related field from an accredited college or university. Bachelor's degree highly desirable. Page 4 of 4 LICENSES AND CERTIFICATES Possession of a valid Grade III Water Treatment Operator's Certificate, or ability to obtain within twelve (12) months of appointment. Possession of a valid Grade IV Water Distribution Operator Certificate at time of appointment, or ability to obtain within twelve (12) months of appointment. Possession of a valid Grade III Sewer Collection Maintenance Certificate, or ability to obtain within twelve (12) months of appointment. Possession of a valid Class C Driver's License issued from the California Department of Motor Vehicles.
