AGENDA TITLE: Authorize City Manager to Execute Agreement for Internet Services with
Pacific Bell Internet (PBI)

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
City Manager to execute an agreement for Internet services, related
to the Wide Area Network (WAN) Project, with Pacific Bell Internet
(PBI), (a California Corporation).
BACKGROUND INFORMATION: On November 4t', 1998, the City Council approved $310,000.00 for
the equipment, engineering and installation of a Wde Area Network (WAN) for City facilities. Integrated
into this WAN project was funding for Internet services, which include Internet connection and e-mail
routing.
This portion of the WAN project would provide Internet services, high speed transport (1.55Mb per second
committed rate) from Lodi to the closest Internet point of presence (POP) in Stockton, California. This
agreement does not include publishing the City's web page (www.lodi.gov), which is currently published
with a different Internet services provider.
One of the most important elements, coming from this portion of the WAN project, is that all City staff will
have access to individual e-mail boxes connected to the Internet. This will greatly enhance communication
with the public and other agencies (and will reduce the number of direct business phone lines). This will
enhance access to State, Federal and business sites. The City will also have the ability to enable or
disable connection to certain areas of the Internet.
The City's WAN engineer's estimate for the Internet Services Provider (ISP) portion of the project was
$23,298.00 (startup and first year costs). The engineer's estimated monthly charges were
$1,484.00/month with a one time startup charge of $5490.00. PBI has quoted $14,594.00 (startup and
first year costs). That breaks down to $785.00/month with a one time startup charge of $5,174.00.
Staff recommends hiring Pacific Bell Internet (PBI) for the following reasons:
• The State of California has selected Pacific Bell Internet (PBI) under the terms of the new State of
California CALNET contract. This contract was competitively bid and the City will have the option of
using this contract for Internet services and other re -occurring charges after July V", 1999. In the past
the State of California contracted with multiple Internet service providers (ISP), but is now
consolidating all ISP connections under Pacific Bell Internet.
• San Joaquin County is currently contracting with PBI and is very pleased with their services.
• We are currently using Pacific Bell for our WAN leased circuits.

Informal bids were obtained. However, PBI clearly demonstrated the best value while meeting the
necessary requirements.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING CITY MANAGER TO EXECUTE
AGREEMENT FOR INTERNET SERVICES WITH
PACIFIC BELL INTERNET (PBI)
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to
execute an Agreement for Internet Services, related to the Wide Area Network (WAN)
Project, with Pacific Bell Internet at a cost of $14,594.00.
