AGENDA TITLE: Approve Measure K Construction Cooperative Agreement #1 for
Lower Sacramento Road Widening, Turner Road to Kettleman Lane
MEETING DATE: July 21, 1999

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
City Manager to execute the Construction Cooperative Agreement
between San Joaquin Council of Governments (SJCOG) and City of Lodi
for the Lower Sacramento Road Widening, Turner Road to
Kettleman Lane Project.
BACKGROUND INFORMATION: The Cooperative Agreement is between the City and SJCOG for funding
the construction of the street improvements on Lower Sacramento Road,
from Kettleman Lane to south of Taylor Road, and the improvements to
the WID canal culvert on Lower Sacramento Road, south of Lodi Avenue.
These projects will be constructed prior to the entire widening project on Lower Sacramento Road from
Kettleman Lane to Turner Road. The street improvements at Kettleman Lane will be constructed with the
development of the shopping center located at the northeast corner of the Lower Sacramento Road and
Kettleman Lane intersection. This project consists of modifying the signalized intersection at Kettleman Lane
and installing a raised median from Kettleman Lane to Taylor Road. Construction of this project is anticipated
to begin in August 1999. The landscaping of the median will be included with the entire Lower Sacramento
Road Widening Project. A portion of this work is eligible for Measure K funds which this agreement will
provide.
The construction for the culvert improvements needs to be completed when the canal is empty, between
December and March. This agreement will provide for that construction in the winter of 1999/2000.
Staff will be requesting City Council approval of the final plans and specifications in fall 1999, prior to
advertising for construction of the culvert improvements. SJCOG has already approved the agreement.
FUNDING: Funding to be Measure K funds (approximately $1,112,800) allocated by SJCOG. Total
Measure K allocation is $ 1,883,000, and approximately $290,000 was used for design
and environmental documentation.

RESOLUTION NO. 99-104
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
CONSTRUCTION COOPERATIVE AGREEMENT BETWEEN SAN
JOAQUIN COUNCIL OF GOVERNMENTS AND THE CITY OF LODI
FOR THE LOWER SACRAMENTO ROAD WIDENING, TURNER
ROAD TO KETTLEMAN LANE PROJECT
BE IT RESOLVED, that the Lodi City Council hereby approves the Construction
Cooperative Agreement between San Joaquin Council of Governments and the City of
Lodi for the Lower Sacramento Road Widening, Turner Road to Kettleman Project; and
BE IT FURTHER RESOLVED, that the City Manager and City Clerk are hereby
authorized to execute this Agreement on behalf of the City of Lodi.
