AGENDA TITLE: Public Benefits Program Grant — Lodi Community Service Center ($3,920)

RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant in the amount
of $3,920 for the Lodi Community Service Center.
BACKGROUND INFORMATION: The City of Lodi Public Benefits Program is divided into four categories:
renewables, assistance for low-income customers, demand-side
management, and research, design & development. In addition, the Public
Benefits Program has four main customer groups, and is segmented as follows: 1) residential, 2) community/ non-
profit, 3) commercial/industrial, and 4) municipal. This particular grant request is categorized as assistance for low-
income customers, and is identified as a community/non-profit sector grant.
Specifically, the Lodi Community Service Center is requesting $3,920 for the purchase and installation of one, new
energy efficient 72 cubic foot commercial freezer. The new freezer will replace five existing freezers (each is
approximately 10 cubic foot in size) which have reached their expected useful life.
The Lodi Community Service Center, located at 415 S. Sacramento Street, provides a variety of services for low-
income families in our community, including employment information, tax & legal services, and language & residency
assistance. In addition, the Lodi Community Service Center provides clothing and food for families and individuals in
need. The new freezer will be utilized to store locally donated perishable food items, which are then given to low-
income families and individuals. On average, the Lodi Community Service Center provides some 75 bags of
perishable and non-perishable food items each week in our city.
The City of Lodi Electric Utility respectfully recommends approval of this funding request as a qualifying grant under
the Public Benefits Program.

Dear Mr. Vallow:
To reduce the elements of the poverty cycle, the San Joaquin County Human Services Agency has
developed programs and services which empower individuals and families to move towards safety, stability
and wholeness. This is accomplished through the coordination of services provided at seven independently
operated community service centers within the County.
The Lodi Community Service Center, located at 415 South Sacramento Street, is one such facility
and serves the greater Lodi area. Our services:
* address immediate needs of individuals and families by providing food, clothing, and
referral to other local service providers; and
* promote self sufficiency for disadvantaged area residents by providing education programs,
language and residency assistance, employment information, tax and legal services.
In our efforts to provide for the immediate needs of area residents, the Lodi Community Service
Center accepts and disburses food donations from local growers and grocery stores. In 1998, thousands of
individuals received benefit of this service.
Our facility would like to purchase one 72 cubic foot commercial freezer to store donated
perishables. This freezer would allow us to retire five existing freezers that rely upon heavy electric usage
due to their age. We would like to request a donation in the amount $3,891.36 from the City of Lodi
Electric Utility Public Benefit Funds to assist us in this regard. Attached are copies of the following
documents to support our request.
* The Lodi Community Service Center Vision and Mission Statements;
* A copy of the Price Quote from Jergen's Inc.; and
* A copy of the freezer description, which includes general product features.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY
MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO
THE LODI COMMUNITY CENTER
WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on a
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, following the Electric Utility Department's review of the Lodi Community
Service Center, one specific energy conservation measure emerged:
1.) This Public Benefits Program grant would be utilized for the purchase and installation of
one, new energy efficient 72 cubic foot commercial freezer. The new freezer will replace five
existing freezers (each being approximately 10 cubic foot in size) which have reached their
useful life.

This funding request qualifies as a candidate under the Public Benefits Program, and is
categorized as assistance for Low -Income customers, and is identified as a community/non-
profit sector grant. The grant request is for a total of $3,920.00.
WHEREAS, the Electric Utility Department recommends that the City provide a PBC
Grant - Low Income Customer Assistance Project of $3,920.00 toward the above upgrade and
include the cost of the grant as part of the City's required PBC outlay.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to
provide a Public Benefits Charge (PBC) Grant in the amount of $3,920.00 to Lodi Community
Service Center.
